About this opportunity

UNICOR, Federal Prison Industries, Inc., operating under the Department of Justice Bureau of Prisons, has issued a Request for Information (RFI) seeking sources capable of developing and implementing a Commercial Driver's License (CDL) training and certification program for eligible inmate populations across multiple UNICOR facilities nationwide. Respondents must demonstrate expertise in CDL training program development and comprehensive knowledge of Department of Transportation and state licensing regulations. The procurement requires contractors to conduct a feasibility study, assess inmate eligibility constraints, evaluate facility selection criteria, identify federal and state compliance requirements, develop proposed training models, recommend curriculum and staffing structures, and explore partnerships with educational institutions and transportation companies. While this RFI will not result in a direct contract award and does not obligate UNICOR to reimburse response costs, the information gathered will inform the development of an acquisition strategy for future solicitations. Critical deadlines include March 10, 2026, at 10:00 AM EST for written questions, and March 17, 2026, at 10:00 AM EST for submission of responses to Joshua.hassler2@usdoj.gov.

This opportunity is not designated as a set-aside and no specific incumbent or current contractor is identified. No award value or budget range is disclosed in this sources sought notice. The anticipated period of performance for any resulting contract is projected at 120-180 days, with key deliverables including a Project Work Plan due within 30 days of award, a Draft Feasibility Study Report, and an Executive Presentation to UNICOR leadership. Interested vendors must provide company name and Unique Entity ID, contact information, company profile, business size classification, and any other pertinent qualifications. The opportunity falls under NAICS Code 611519 (Other Technical and Trade Schools) and PSC Code U006 (Education/Training—Vocational/Technical), reflecting the vocational training nature of the requirement.
