About this opportunity
The General Services Administration (GSA) Public Buildings Service has issued a Request for Information (RFI) seeking contractors capable of providing utility invoice audit services. This market research initiative falls under Federal Acquisition Regulation (FAR) Part 10, which requires government agencies to conduct comprehensive research before developing acquisition requirements. The RFI specifically targets audit support for utility invoices, including electricity, natural gas, and water billing. GSA currently manages utility accounts for over 26 U.S. Federal Agencies, encompassing approximately 4.4 Million MWhs of Electricity and 19.8 Million Dekatherms of Natural Gas across 300+ accounts. The RFI is designed to identify qualified vendors who can perform detailed invoice audits, recover potential billing errors, and maintain electronic records of billing disputes and usage data.
Contractors interested in participating must submit a comprehensive 10-page response via email by 12:00 PM Eastern Time on May 26, 2025, to Contracting Officer Collette Scott and Contract Specialist Tyrone Dallas. The anticipated contract is expected to be a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) task order with a base year and multiple option years, classified under NAICS Code 541690 for Other Scientific and Technical Consulting Services. While there are no specific set-asides for this opportunity, the GSA is seeking vendors with national capacity, demonstrated past performance, and robust multi-agency support capabilities. The government prefers a fixed-fee pricing model and expects responses to detail the company's approach, pricing structure, and reporting tools. Importantly, this RFI is strictly for market research purposes and does not constitute a binding contract offer, and the government will not reimburse any costs associated with preparing a response.
