About this file
This Request for Information (RFI) is issued by the GSA's Office of Facilities Management seeking contractors capable of providing utility invoice audit services for electricity, natural gas, and water across federal agencies. The GSA currently manages approximately 4.4 Million MWhs of Electricity and 19.8 Million Dekatherms of Natural Gas for over 26 U.S. Federal Agencies on 300+ accounts, and is seeking vendors who can check utility bills for accuracy, recover billing errors, and maintain comprehensive electronic records of billing disputes and usage data.
The anticipated contract is expected to be a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) task order with a base year and multiple option years, using NAICS Code 541690. Interested companies must submit a comprehensive 10-page response by 12:00 PM Eastern Time on May 26, 2025, to Collette Scott (Contracting Officer) and Tyrone Dallas (Contract Specialist) via email. Responses should detail the company's national capacity, past performance, pricing structure, multi-agency support capabilities, and reporting tools, with the government expressing a preference for a fixed-fee pricing model.

REQUEST FOR INFORMATION (RFI)
for
Utility Invoice Audits Electricity, Natural Gas, & Water
Office of Facilities Management (OFM) Public Building Services (PBS) US General Services Administration (GSA)
April 24, 2025
A. Description In support of the Office of Facilities Management (OFM), the U.S. General Services Administration (GSA) is seeking information on Contractors interested in and capable of providing audit support for Utility invoices, including electricity (NAICS 221122), natural gas (NAICS 221210) and water (NAICS 221300).
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit GSA to contract for any supply or service whatsoever. The GSA is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
B. Background The GSA contracts Utility services for its federal facilities, as well as those of other Federal Agencies. Annually, GSA contracts approximately 4.4 Million MWhs of Electricity and 19.8 Million Dekatherms (Dths) of Natural Gas for over 26 U.S. Federal Agencies on 300+ accounts for each respective program. In receiving these services, it is essential that the U.S.
Government:
● Is billed accurately from electricity / natural gas suppliers and utilities
● Receives invoices that meet contract requirements / federal regulations
● Can track invoice discrepancies, utility service costs, and other financial information
C. RFI Objective The Government will utilize information from this RFI to identify the number of companies that can potentially meet the Government’s scope, as described below.
● Check Utility bills (electricity, natural gas, and water) for accuracy
● If invoice errors are discovered, obtain bill credits or monies recovered from the Utility /
Energy supplier on behalf of the Federal agency
● Maintain a record of billing dispute updates, budget figures related to Agency accounts, relevant historical usage data, and more. This record should be readily available upon request to all Agencies included in the contract, in an electronic Excel and / or PDF format.
○ The Vendor’s system of record will likely be of their own choosing, so long as reports can be readily available at the Government’s request.
● Provide (at minimum) quarterly reports to the GSA and other Agencies on status of ongoing contract work.
GSA anticipates this contract may be:
● Single-Award
● Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order
● Base year and several option years.
● NAICS Code: 541690
This approach may enable Federal Agencies to place orders for bill auditing and cost recovery services, and aligns with GSA’s broader strategic goals to maximize government-wide cost savings.

4. Company Address
5. SAM Unique Entity ID
6. Business Designation - Small or Large
