About this opportunity

The United States Marshals Service (USMS) Asset Forfeiture Division is issuing a Request for Information (RFI) regarding the towing, storage, maintenance, and disposal of seized and forfeited vehicles across all seven USMS regions nationwide. This RFI is market research in advance of a formal solicitation anticipated to be posted on SAM.gov at the end of FY26 Q3 (approximately late August/early September 2026). Interested vendors must submit a capability statement demonstrating their company's ability to provide comprehensive vehicle services and complete pricing schedules with estimated rates for the region(s) of interest by February 27, 2026. The contract requires contractors to establish and operate multiple storage facilities within 90 road miles of specified USMS district offices, provide 24/7 towing capacity, maintain both indoor and outdoor secure storage with advanced security features, perform professional appraisals by certified appraisers, conduct vehicle maintenance according to categorical requirements, and facilitate asset disposal through multiple methods including public auctions and salvage sales. Key requirements include assumption of full financial liability for all assets, maintenance of insurance coverage up to $3,000,000 with USMS named as additional insured, compliance with prohibited purchaser restrictions, and detailed documentation and record retention for two years post-disposal.

This procurement carries no set-aside designation and does not identify any current contractors or incumbents. The anticipated contract structure for each region includes a base year, four one-year option periods, and a FAR 52.217-8 extension option of up to six months, with estimated total values ranging from approximately $99,000 for Puerto Rico (Region 6) to $690,525 for the Northeast (Region 4), and $617,430 for the South (Region 7). Each region will require a separate proposal with a unique Statement of Work and pricing schedule, and each region will have uniquely defined proposal submission due dates to be announced with the formal solicitation. The RFI pricing templates indicate significant service volumes across regions, including hundreds to thousands of towing trips annually by distance category, monthly storage for dozens to hundreds of vehicles categorized by value (Categories 1-4 based on N.A.D.A. Clean Loan Value ranging from under $1,000 to over $15,001), and comprehensive maintenance, appraisal, and disposal services. Contractors responding to this RFI should be prepared to serve multiple states and territories, with the largest regions covering 11-13 storage facility locations and smaller regions requiring as few as one facility.

REQUEST FOR INFORMATION:

The USMS is posting this announcement as a Request for Information (RFI) only, for a potential solicitation to be posted at the end of FY26 Q3 on the System for Award Management (SAM.gov) website at https://sam.gov. This RFI is issued for the purpose of identifying the availability of potential qualified sources that will be able to meet the requirement within one (1) or more of the regions.

The potential solicitation would be for all regions, and each region would require the submission of a separate proposal. Each region will have a uniquely defined due date for proposal submission. It is anticipated that each region will be for a base year, four (4) one-year options, and FAR 52.217-8 Option to Extend Services up to 6-months.

Each region will have a unique Statement of Work (SOW) and Pricing Schedule that defines all requirements to include the number of contractor furnished storage facilities. All locations are to be within 90 road miles of each address identified within the SOW (unless otherwise defined within the SOW).

If you are interested in the potential solicitation, please provide a capability statement addressing your company’s ability to provide the related services. Additionally, please complete the provided pricing schedule for each region of interest with estimated rates (provided estimated rates are for USMS market research only and definitive, proposed rates will be required as future solicitations are published to SAM.gov). It is important that interested sources provide a capability statement and completed pricing schedule via email to:

·        Christopher Ottie, Contract Officer, Christopher.Ottie@usdoj.gov

·        AFP Procurement, Team Inbox, AFP.Procurement@usdoj.gov

Please note all cells in the provided Pricing Schedule are locked with the exception of those identified in yellow. Please do not submit a modified Pricing Schedule, only input estimated rates within the yellow cells.

In addition to a capability statement and pricing schedule, all interested parties need to ensure they have completed the linked questionnaire.
