About this opportunity

The Department of Homeland Security Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine industry capability to provide, upgrade, and support integrated interactive Use of Force simulators, with responses due August 12, 2026.

FLETC operates training delivery points in Glynco, Georgia; Artesia, New Mexico; Cheltenham, Maryland; and Charleston, South Carolina. The agency seeks feedback on acquiring new systems or obtaining operational, maintenance, and developmental support for existing systems. Current operations include multiple single and multi-screen interactive simulators supporting scenario-based decision-making training across indoor, outdoor, and low-light conditions, integrating laser-based weapons and less-than-lethal devices.

Required capabilities include branching and adaptable scenarios; indoor, outdoor, and low-light environment support; customizable scenario and target libraries; multiple infrared laser frequency support; compatibility with realistic training handguns (Blue Glock or Sig Sauer SIRT) and less-than-lethal devices (tactical flashlights, OC spray trainers, Taser devices); detailed shooter diagnostics with real-time or after-action review displays; support for single and multi-screen configurations compatible with HD/4K short-throw projectors; installation capability in spaces with 9-foot ceilings without structural modifications; resilience to power fluctuations with graceful failure recovery; user-replaceable parts enabling one-hour restoration objectives; WiFi remote access for maintenance; DHS and NIST security compliance; and comprehensive training and documentation. Contractor support must include 24/7 phone support, hardware break-fix replacement, software enhancements, vulnerability patching, and routine and emergency maintenance. Contact Michael J. Haynes, Contracting Officer, at michael.j.haynes@fletc.dhs.gov or 912-261-4186.
