About this opportunity
The United States Air Force Materiel Command Air Force Sustainment Center, through the Warner Robins Air Logistics Complex at Robins Air Force Base in Georgia, is conducting market research to identify potential sources capable of providing training courses, certificate courses, and degree programs for a five-year period. The primary focus is on two specific programs: the Industrial Operations Leadership, Management, and Strategy Certificate Program and the Aerospace and Defense MBA Program. These programs will support the Workforce Development and Training Branch and are categorized as commercial items under NAICS code 611430 (Professional and Management Development Training). Interested contractors must demonstrate their capabilities through a comprehensive Contractor Capability Survey, including documentation of past experience, quality assurance processes, and commerciality information. Responses are due by close of business on October 28, 2025, and must be submitted electronically to Jeffery Pruitt and Elizabeth Davis. The government will evaluate respondents based on their demonstrated ability to deliver the required training and degree programs at the specified location.
This procurement carries no set-aside designations and includes the University of Tennessee as the known sole source contractor. The contract will operate under a Best Estimated Quantity (BEQ) structure for a continuous 60-month ordering period with payment methods including certified Purchase Requests and Government Purchase Cards. No specific award value or budget range has been disclosed in the pre-solicitation notice. The government welcomes participation from both large and small businesses and actively encourages joint ventures and teaming arrangements to broaden the pool of potential sources. Contractors are permitted to identify and explain how they would address any experience gaps in their capabilities. Additional "over and above" classes or services may be negotiated during contract performance.
