The tractor must be equipped with open-station seating, a front-end loader with general-purpose bucket capable of lifting minimum 700 pounds, hydrostatic transmission with forward/reverse pedals, wet disk brakes, and hydrostatic power steering. Engine specifications require SAE J1995 gross power of 18–26 kW (24–35 hp) with minimum three cylinders, pressurized lubrication, liquid cooling, and minimum 55 lb.-ft torque. The tractor must feature a maximum gross vehicle weight of 2,300 pounds (including bucket loader, rear tire spacers, and ballast-filled tires), four-wheel drive with turf tires, independent rear 540-rpm power take-off, an open-center hydraulic system with 8 gpm minimum flow and 2,300 psi minimum operating pressure, a wheelbase of 58–64 inches with minimum 8-inch front axle clearance, and a maximum 9-foot turning radius. The unit must be compatible with Load Trail DS05 or DS07 dump trailers and support attachments including slit seeders and top dressers. The tractor must be backed by a 1-year warranty covering all parts, labor, and workmanship, and the manufacturer must maintain factory-certified technicians within 50 miles of Seattle.
Remanufactured or gray-market equipment is unacceptable; new equipment only. NAICS 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) with a 900-employee small-business size standard applies. PSC 2420 (Tractors, Wheeled) governs the procurement.
