About this opportunity
The Air Force Life Cycle Management Center (AFLCMC), Aerial Targets Branch (EBAY) is issuing a Request for Information (RFI) to understand the market availability and maturity of potential solutions for proliferated low earth orbit (P-LEO) satellite communications (SATCOM) capabilities. These capabilities must integrate with the existing Aerial Targets and Command & Control (C2) system to meet future mission objectives, such as supporting 5th/6th generation Live Fire Test and Evaluation (LFT&E) requirements. The RFI seeks information on SATCOM terminals, the full data path from ground to aerial target, and system capabilities like latency, bandwidth, and cybersecurity. Responses to this RFI are due by August 29, 2024, and may be followed up with questions and capability briefings. This RFI is in preparation for a projected draft Request for Proposal (RFP) to be issued in the first quarter of fiscal year 2025.
This RFI is not a set-aside and does not identify any potential incumbents or current contractors. The government is seeking to modernize the Targets Control System (TCS) and reduce reliance on range infrastructure to support the rapidly advancing DoD weapon systems requirements. While the primary focus is on LEO SATCOM capabilities, the RFI also requests information on Medium-Earth Orbit (MEO) and Highly-Elliptical Orbit (HEO) solutions. The RFI does not provide a specific budget or award value range, but indicates the need to support an inventory of around 100 attritable (disposable) aerial targets, with no more than 10 active at one time.
Notice text
The mission of the Aerial Targets Branch is to enable realistic air-to-air and surface-to-air testing. The Air Force Life Cycle Management Center (AFLCMC), Aerial Targets Branch (AFLCMC/EBAY) is issuing this RFI in effort to understand market availability and maturity of potential solutions for proliferated low earth orbit (P-LEO) capabilities that can work with the existing Aerial Targets and C2 system and meet future mission objectives. In preparation for a projected draft RFP to be issued first quarter of fiscal year 2025, EBAY requests additional information about the capabilities of existing and planned P-LEO SATCOM systems with low latencies.
Objective: The Targets C2 System must support future (5ᵗʰ/6ᵗʰ GEN) LFT&E requirements and be range agnostic to control and track targets in multiple locations without large amounts of physical infrastructure to be built and maintained. There is a need to modernize the TCS and reduce the reliance on range infrastructure to support the rapidly advancing DoD weapon systems requirements.
