About this opportunity

The Department of Commerce Office of the Secretary is seeking market research information regarding the Survey of International Air Travelers (SIAT) program through a Request for Information (RFI) that closes on February 9, 2026, at 10:00 AM Eastern Time. The government is procuring services for administering a primary research program that has been conducted monthly since 1983 to provide statistical data on international air passenger visitation patterns and spending characteristics. Key qualifications and service areas of interest include experience conducting primary research surveys using intercepts or panels, designing and implementing electronic surveys with established response rates, adapting survey methodologies to improve participation, utilizing artificial intelligence for data analysis and response validation, and developing data dashboards using platforms such as Tableau or Power BI. The RFI is designed to gather vendor input on market capabilities and potential solutions to inform the government's acquisition strategy; this is strictly a market research effort with no evaluation criteria or commitment to issue a solicitation, and responses are entirely voluntary and at no cost to the government. Responses should be directed to Omar Mohamed at OMohamed@doc.gov, and the government may host an industry outreach event based on submissions received.

This opportunity carries no set-aside designation, and no incumbent contractor or award value information is disclosed in the pre-solicitation notice. The contemplated contract would establish a base period running from August 1, 2026, through December 31, 2027, with four optional extension years through March 31, 2032, involving monthly intercept surveys at approximately 30 U.S. international gateway airports and processing of approximately 504 million monthly I-94 arrival records. Core contract responsibilities include administering the SIAT program, processing international arrivals data from DHS/CBP, collecting land travel data from Canada and Mexico, preparing monthly progress reports and quarterly and annual national reports, maintaining an IT system for data compilation and online query access, and supporting questionnaire management in 12 languages. The contractor must demonstrate expertise in international travel research methodologies, statistical analysis, and data processing while maintaining a maximum one percent data error rate and meeting specified delivery timelines. Non-response to this RFI does not preclude participation in any future solicitation that may be issued.

Notice text

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.

Overview:

The Survey of International Air Travelers (SIAT), is a primary research program conducted monthly since 1983, which provides statistical data on visitation patterns, traveler and spending characteristics of international air passenger markets (overseas, Mexico air, and Canada air), used by the U.S. government to calculate travel trade statistics and also used to facilitate and guide planning (market selection and justification, marketing and promotion, media outreach, partner developments, policy developments and related items) in both the public and private sectors. The international traveler market is inclusive of overseas countries, Mexico air, and Canada air travelers. NTTO focus, based on UN WTO standards, is on ‘visitors’ (specific visa types and those who spend 1+ nights in the U.S.) NTTO began to collect ‘land travel’ data from Canadian and Mexican residents in 2023 and 2024, respectively.

The Contractor shall understand and demonstrate knowledge of the international travel market, international travel research techniques, sampling methodologies, questionnaire design, data processing, report production, and survey logistics and shall become knowledgeable on the current SIAT methodology, and how this program is differentiated from other surveys. The U.S. government is seeking a proven solution for a system to provide data which will meet the requirements of the performance work statement (PWS).
