About this file

This is a Request for Information (RFI) for market research regarding the Survey of International Air Travelers (SIAT) program. The RFI opened on January 29, 2026, and closes on February 9, 2026, at 10:00 AM Eastern Time. Responses must be submitted to Omar Mohamed at OMohamed@doc.gov. The Government is seeking vendor input to better understand market capabilities, potential solutions, and industry perspectives to support a more informed acquisition approach. All submissions are voluntary, at no cost or obligation to the Government, and will become Government property without return.

The RFI solicits information on vendor experience across multiple service areas: conducting primary research via surveys (including use of intercepts or panels, media types, target population definition, statistical methods, weighting approaches, and validity assurance); conducting electronic surveys (platforms used, survey length, annual response volumes, relevant agency contracts, and work performance percentages as prime or subcontractor); adapting survey methods to improve response rates; using artificial intelligence for data analysis or response validation; and developing data dashboards using tools such as Tableau or Power BI. Respondents must provide company information, socioeconomic status, UEI, U.S. company verification, and recommended NAICS codes. The Government anticipates potentially hosting an industry outreach event based on responses received. Service providers who do not respond to this market research will not be excluded from any resulting solicitation.

Request for Information This form opened on January 29, 2026, and will close to responses on February 9, 2026, at 10:00 AM Eastern Time. All responses must be submitted through this form.

Please submit your responses to Omar Mohamed at OMohamed@doc.gov by the close date listed in this Request for Information.

All information submitted must be provided at no cost or obligation to the Government. Submissions will become Government property and will not be returned, including any proprietary material. Any information considered proprietary should be clearly identified as such at the time of submission.

As part of this ongoing market research, the Government may conduct follow-up communications and may request additional information at a later date. Service providers who choose not to respond to this Market Research survey will not be excluded from any resulting solicitation(s).

The Government strongly encourages all interested vendors to respond to this Request for Information (RFI). Vendor input is essential in helping the Government better understand market capabilities, potential solutions, and industry perspectives.

Based on the responses received, the Government may host an industry outreach event to further discuss the requirements. This event would support a more informed acquisition approach and help shape a solution that reflects both Government needs and industry expertise.
