About this opportunity

The U.S. Department of State Embassy in Belgrade, Serbia has issued a Request for Information (RFI) seeking supplemental health insurance services for approximately 250 locally employed staff members and their families. The Embassy requires a local Serbian health insurance provider to augment the existing government healthcare system, with the potential contract structure including one base year and one option year. Interested parties must submit a comprehensive 10-page white paper in Microsoft Word format that includes administrative information, contracting strategy, years in business, contract scope, standard coverage plans with pricing, compliance with Serbian business regulations, and medical provider network listings. All submissions must be delivered to BLG-Procurement@state.gov by 17:00 local time on October 8, 2025. Questions regarding the RFI must be submitted in writing by October 6, 2025, and responses will be posted on the SAM.gov website.

This opportunity does not include any set-aside designations and is open to all qualified contractors. No incumbent contractors or potential award values are specified in the available documentation. The contract would serve approximately 250 employees and their family members, representing a significant coverage population for the selected insurance provider. The RFI emphasizes that this is strictly an information-gathering exercise and does not constitute a commitment to issue a formal solicitation or award a contract. All costs associated with preparing and submitting responses will be borne entirely by the interested parties, and non-participation in the RFI will not preclude future participation should a formal solicitation be released.
