About this opportunity
The Naval Sea Systems Command, operating under the Department of the Navy, has issued a Special Notice announcing the Government's intent to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract modification to L3 Technologies, Inc. for legacy Integrated Communications System (ICS) services and hardware. The procurement will be conducted under the authority of DFARS 206.302-1, which permits awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. The ICS is critical infrastructure used onboard Virginia and Columbia Class Submarines, and the Government has determined that L3 possesses unique technical capabilities necessary to maintain continuous fleet capability. The Government's justification for the sole source determination rests on the assertion that alternative suppliers would require an additional 168 months to achieve first production unit delivery, creating an unacceptable schedule impact and mission capability gap. This Special Notice invites industry challenges to the Government's assessment and requests capability demonstrations from interested parties.
The purpose of this Special Notice is to solicit capability statements from industry competitors, including Sparton, who believe they can fulfill the ICS requirements as defined in the attached Performance Work Statement. Interested parties must submit their capability statements via email to Maria Diaz-Sotomayor at maria.d.diaz-sotomayor.civ@us.navy.mil by the deadline of Thursday, March 12, 2026, providing the Government with comprehensive information to finalize its contracting decision. The work encompasses engineering, technical, and fabrication services supporting the ICS across multiple submarine classes, with performance locations including NUWCDIVNPT facilities, contractor facilities, and various operational bases nationwide and internationally. Contractors must demonstrate the ability to conduct investigation, research, troubleshooting, design, fabrication, testing, integration, and installation of modernized ICS replacements while maintaining compliance with stringent security requirements including NISPOM regulations, OPSEC protocols, and DOD cybersecurity workforce certifications. The contract scope includes multiple technical and programmatic deliverables spanning engineering analysis, prototyping, system documentation, software development, reliability analysis, training program delivery, and ongoing in-service engineering support to sustain fleet operations.
Notice text
Based on current available information from market research and technical/programmatic/mission requirement assessments, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract modification for legacy Integrated Communications System (ICS). This procurement would be conducted under the authority of DFARS 206.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
The basis for the only one responsible source determination is that only L3 Technologies, Inc. (L3) has the ability to meet the Government’s technical requirements as outlined in the Performance Work Statement (PWS) (attached) and Fleet operational and schedule requirements. The Government has determined that in order to maintain ICS capability used onboard current equipment the Government must purchase services and hardware on a sole source basis to maintain continuous fleet capability and avoid a substantial duplications of costs. The Government has determined that any company other than L3 would take an additional hundred and sixty eight (168) months to get to first production unit delivery, and this delay represents an unacceptable schedule impact to the Government resulting in a mission capability gap that represents a significant risk to Fleet operations.
The purpose of this notice is to invite industry to challenge the Government’s assessment that only L3 Technologies, Inc. can meet the Government's requirements for the ICS. Interested parties, including Sparton, are invited to submit capability statements that demonstrate their ability to fulfill the requirement as defined in the PWS to provide the Government with maximum information in finalizing its determination as to the appropriate means to meet this critical Navy need.
These submissions must be made via email to Maria Diaz-Sotomayor at maria.d.diaz-sotomayor.civ@us.navy.mil before Thursday March 12, 2026 at noon. Any questions pertaining to this requirement may be addressed to Maria Diaz-Sotomayor at maria.d.diaz-sotomayor.civ@us.navy.mil.
