About this opportunity

The Defense Health Agency, through the Walter Reed Army Institute of Research (WRAIR) Experimental Therapeutics Branch, is seeking contractor capabilities for small molecule compound collection optimization and disposal services. The procurement involves downsizing WRAIR's current collection of approximately 400,000 small molecule samples stored at a contractor facility in Cumberland, Maryland, with the objective of retaining a chemically diverse screening collection of 25,000-50,000 compounds and 3,000-5,000 compounds supporting current research projects. Contractors must develop a comprehensive disposal plan and dispose of approximately 350,000-375,000 chemical samples in full compliance with EPA and Maryland Department of Environment regulations, including waste characterization, packaging, transportation, and disposal through recycling or incineration when possible. The work must be performed at contractor facilities in Cumberland, MD, and interested parties must submit a capabilities statement not exceeding 5 pages via email by 11:00 AM EST on July 24, 2025. This Request for Information is issued solely for planning purposes and does not constitute a solicitation.

The scope involves processing hundreds of thousands of chemical samples, with the disposal of 350,000-375,000 samples representing the majority of the current 400,000-compound collection. The procurement falls under NAICS code 562211 for Hazardous Waste Treatment and Disposal and PSC code F108 for Environmental Systems Protection.
