About this opportunity

The Department of Transportation Maritime Administration is preparing a solicitation to procure replacement of the Full Mission Ship Simulator projection system at the U.S. Merchant Marine Academy (USMMA), Kings Point, New York, with RFI responses due by August 6, 2026. The procurement is a total small business set-aside.

The requirement involves removing existing 4K DLP laser projectors installed in Samuels Hall and installing new equipment as a complete end-to-end system compatible with Kongsberg Digital Simulation Inc.'s K-Sim Navigation platform. The system must deliver a 300-degree projection environment: seven forward-facing channels covering 240 degrees and two aft-facing channels covering 30 degrees each. The vendor must supply new OEM Panasonic PT REQ12LBU or equivalent projectors (11 total units including two spares) meeting minimum specifications of 3840×2400 resolution, 12,000 lumens, single-chip DLP 0.8 diagonal, 20,000:1 contrast ratio, and 5-year warranty. Critical capabilities include camera feedback-based display manager software with automatic warp and blend for seamless projection, motorized optical masking, edge blending at all brightness levels including black (essential for 40 percent nighttime exercises), NVIDIA GPU support, and compatibility with DisplayPort and HDMI inputs.

Installation must be completed within seven consecutive business days at vendor expense, including full calibration and personnel training. USMMA is listed on the National Register of Historic Places; all work must meet or exceed the Secretary of the Interior's Standards for Rehabilitation under 36 CFR 67.7. The facility operates five days per week, twelve months annually for midshipman training. Proposals must include pre-installation CAD drawings, construction timeline, maintenance contract details, power and HVAC analysis, acceptance testing procedures, on-site two-day training, technical documentation with as-built drawings, and references from three maritime schools or military institutions. All systems must be Trade Agreement Acts compliant and Section 889 certified.

Award selection uses best-value criteria: technical approach (40 points), Kongsberg compatibility demonstration (10 points), installation and maintenance past performance (20 points combined), and price (30 points), with a minimum acceptable technical score of 50 points required for price evaluation.
