About this file
This is a Request for Information (RFI) for market research purposes issued by the Department of Transportation/Maritime Administration (DOT/MARAD) on behalf of the United States Merchant Marine Academy (USMMA).
USMMA seeks a contractor to perform the life-cycle replacement of the Full Mission Ship Simulator (FMSS) 4K Digital Light Projector (DLP) laser projectors currently installed in Samuels Hall at 300 Steamboat Road, Kings Point, NY 11024. The scope includes removal of existing projectors, installation of new units, integration with the current simulation environment, and verification of full operational capability. The facility requires large format projectors to fill a 240-degree curved screen plus two independent 30-degree rear screens, with compatibility required for Kongsberg Maritime Inc. K-sim navigation simulation software. The USMMA is listed on the National Register of Historic Places, requiring all work to meet or exceed the Secretary of the Interior's Standards for Rehabilitation and guidelines in 36 CFR 67.7.
Interested contractors must respond to nine detailed questions addressing company capabilities, GSA contract availability, relevant NAICS codes, prior simulation facility experience, equipment ordering and installation timelines, historic preservation compliance examples, post-installation support and warranties, screen curvature and edge blending capabilities, similar work completed within five years, rough cost estimates for a base contract plus four one-year options, and comments on the draft Statement of Work. All responses, including a capability statement, must be submitted by email to durba.ray@dot.gov and ravilusd@usmma.edu by August 6, 2026 at 2:00 PM EST. The government will not reimburse contractors for expenses incurred in responding to this market research RFI.
