About this opportunity

The Department of Defense issued a Request for Information on programmatic and administrative support services for the Congressionally Directed Medical Research Programs (CDMRP) within the Defense Health Agency, with responses due by 10:00 a.m. Eastern Time on September 24, 2026. This is strictly a market research RFI; no contract will be awarded, and responses do not constitute offers.

The Government seeks to assess industry interest, understanding, and capability to perform support services outlined in the attached draft Performance Work Statement. The work includes providing a secure, contractor-owned web-based electronic meeting facilitation and voting system capable of supporting five concurrent meetings with 15–25 participants each, featuring role-based user management, configurable scoring rubrics, conflict-of-interest management, and 99.9% uptime availability. Contractors must also deliver logistical and administrative support for in-person and remote meetings at Fort Detrick, Maryland and other National Capitol Region locations; scientific and programmatic support including funding opportunity announcement development and Programmatic Panel member recruitment; and general administrative support. The estimated workload includes 12–30 programs annually, 50–120 funding opportunity announcements, and 5,000–10,000 full research applications.

All contractor personnel must obtain Common Access Cards following NACI security investigations, comply with HIPAA and Privacy Act requirements, complete mandatory cybersecurity and information security training within 30 days, and maintain CMMC Level 2. Work shall be performed Monday through Friday during normal business hours (8:00 a.m. to 5:00 p.m. EST).

Responses are limited to five pages in Times New Roman 12-point font and submitted via email to Ms. Takamma Wallace-Berry at takamma.l.wallace-berry.civ@health.mil. The RFI includes a draft PWS, vendor response template, and capability statement template.
