About this opportunity
The United States Secret Service (USSS) is conducting market research to identify vendors within the DHS Domestic Breeding Consortium capable of providing personnel screening canines for explosive device detection. The agency seeks vendors who can supply a pool of at least 10 pre-screened canines, specifically German Shorthair Pointers, Pointer Mixes, Labrador Retrievers, and Labrador Mixes, with dogs no older than 2 years of age. Vendors must be located within 700 miles of Beltsville, MD and have testing facilities that include diverse environments such as dark rooms, stairs, ramps, slick floors, open fields, buildings, and vehicles. The canines must demonstrate specific behavioral characteristics including high hunt drive, prey drive, social temperament, and intense toy possession. Responses to this Request for Information (RFI) are due by January 3, 2025 at 12:00 PM Eastern, with vendors required to submit comprehensive company information, past performance details, and proposed pricing.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity. While no immediate contract will be awarded through this RFI, the USSS anticipates potentially issuing a future firm-fixed-price contract for 2 to 3 canine training classes per year, with each class consisting of 6 teams. Vendors must provide a 1-year warranty and commit to replacing failed canines within 6 business days. The procurement is categorized under NAICS code 112990 (All Other Animal Production) and PSC code 8820 (Live Animals, Not Raised For Food). The Secret Service runs approximately 6 personnel screening canine teams annually, with a focus on protecting protectees and facilities from potential explosive threats. Though specific award values are not disclosed, the comprehensive requirements suggest a significant investment in specialized canine detection capabilities.
