About this file

This document is a Request for Information (RFI) issued by the United States Secret Service (USSS) to identify vendors that are active participants in the DHS Domestic Breeding Consortium (DBC) and can meet the USSS's requirements for personnel screening canines. The USSS is looking for vendors to provide explosive detection canines that meet specific age, breed, and behavioral requirements to be used in protecting USSS protectees and facilities. Vendors must provide a pool of at least 10 pre-screened canines for an initial 6-canine order, as well as a pool of at least 2 canines for replacements, and have facilities within 700 miles of Beltsville, MD for testing. The RFI provides the desired canine and vendor specifications, including a 1-year warranty, and states that the USSS may issue a future solicitation for a firm-fixed price contract, though this RFI does not commit to any procurement. Vendors are asked to submit responses by December 20, 2024 providing company information, past performance, and proposed pricing.

4.0 Description

The USSS is conducting market research to identify vendors that are active participants in the DHS Domestic Breeding Consortium (DBC) that can meet the following vendor and canine requirements.

5.0 RFI Objectives and Desired Specifications

5.1 Objectives

The United States Secret Service (USSS) mission is to protect protectees and facilities from explosive devices via the use of personnel screening canines trained to detect odors consistent with explosives. USSS runs 2 to 3 personnel screening canine classes per year, consisting of 6 teams per class.

The USSS is conducting market research to identify vendors that are active participants in the DHS Domestic Breeding Consortium (DBC) that can meet the following vendor and canine requirements.

5.2.1 Personnel Screening Canine Requirements

These canines will be trained to perform daily explosive odor detection at USSS protected venues.

Additions / Exceptions to General Requirements

· Age: Must be no older than 2 years of age

· Breed: German Shorthair Pointer, Pointer Mix, Labrador Retriever and Labrador Mix breeds preferred

Requirements for Trained Detection Canines:

They must possess the following characteristics at a high level:

Canines must be selection tested, defined as having passed initial selection testing by an employee of the US vendor before being presented to the solicitor for solicitor selection testing.

5.2.2 Vendor Requirements

· Vendor must be an active participant in the DHS Domestic Breeding Consortium (DBC).

· Warranty

· All canines, initial selection canines as well as replacement canines, shall come with a 1 year warranty. The 1 year warranty starts the date canines are picked up from the vendor and covers failures due to health, environmentals, and/or performance.

· In the event a canine fails to meet USSS standards, the vendor will provide a replacement canine within 6 business days of notification or provide a credit for a new dog in the next class. Replacement dog must meet the selection requirements as outlined above. Credit is good for 1-year from the day the dog is returned to the vendor.

6.0 Acquisition Strategy

A contract is not being solicited nor awarded from this announcement; however, if the Government proceeds toward a solicitation/award, a firm fixed-price contract would be most likely. Responses should include potential firm fixed price for use in a possible RFP.
