About this opportunity
The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is conducting a market research Request for Information (RFI) to identify potential contractors capable of providing specialized Personal Flotation Devices (PFDs) for field personnel. The PFDs must meet specific safety requirements, including compliance with American National Standards Institute (ANSI) Standard 107-2020 for Class 3 traffic vests, and be suitable for use near water bodies and roadways. Currently, Mustang Survival is the only known manufacturer producing PFDs that meet these exact specifications, with specific part numbers including MD3183 T3 inflatable, CS1500, and CS1000. The RFI seeks to discover alternative manufacturers that can produce similar personal protective equipment meeting the precise ANSI standards. All responses must be submitted by February 6, 2025, at 0800 EST, with potential respondents directed to contact Jean Walsh via email for specific questions.
The opportunity is designated as a Total Small Business set-aside, with a North American Industry Classification System (NAICS) code of 339920 and a size standard of 750 employees. The procurement falls under the Sporting and Athletic Goods Manufacturing category, specifically for Athletic and Sporting Equipment. While no specific award value or quantity is mentioned, the RFI is purely for market research purposes under Federal Acquisition Regulation (FAR) Part 10, and the government is not committed to contract award based on this announcement. Interested vendors should note that any response costs will not be reimbursed, and future solicitation details will be posted on SAM.gov. The USGS expects respondents to monitor that platform for any subsequent solicitation or amendment releases related to this potential procurement.
Notice text
This Request for Information (RFI) is to determine the availability of potential contractors who can provide Personal Flotation Devices (PFDs). The PFDs are used by USGS field personnel, for their protection and safety, while working near or over natural water bodies and when work is conducted near roadways and bridges. When work is conducted near roadways and bridges and using the PFDs, users are protected from vehicular traffic and are in compliance with USGS policy regarding the use of traffic vests.
The requested PFDs must be colored and reflectorized to meet the requirements of American National Standards Institute (ANSI) Standard 107-2020, qualifying the PFD as a Class 3 traffic vest.
The following are the model numbers of products purchased in the past by the USGS to satisfy the requirement:
- Mustang Survival part no. MD3183 T3 inflatable
- USGS lettering on the back of PFD, Mustang part no. CS1500
- USGS patch sewn on front left of PFD, Mustang part no. CS1000. (Note: the patches are provided by the USGS.)
Additional Information:
- The Mustang brand PFD is colored and reflectorized to meet the requirements of American National Standards Institute (ANSI) Standard 107-2020, qualifying the PFD as a Class 3 traffic vest.
- Mustang is the only known manufacturer that presently produces this type of personal protective equipment, which includes the American National Standards Institute (ANSI) Standard 107-2020, qualifying the PFD as a Class 3 traffic vest as defined by ANSI.
- At this time, the requested Mustang brand and associated part numbers are the only PFD¿s that are approved for use by the USGS Safety Office.
The USGS is seeking information on additional manufacturers that presently produce this type of personal protective equipment meeting the American National Standards Institute (ANSI) Standard 107-2020, qualifying the PFD as a Class 3 traffic vest as defined by ANSI.
The issuance of a solicitation will be determined by the results of this request for information. The solicitation and any documents related to this procurement will be posted on SAM.gov.
