Background:
Fort Wainwright, Alaska (FWA) is currently considering alternatives for the delivery of reliable and economical heat and electrical energy to support installation infrastructure. The objective of this RFI is to identify potential sources for the supply of natural gas for use at FWA in support of that study.
Description:
FWA, acting through DLA Energy, is requesting information concerning the ability and interest of potential vendors to provide: transportation and delivery natural gas to FWA. Annual usage is estimated to be one (1) or three (3) billion cubic feet over a period of 25 years or more. The estimated quantities vary based on FWA's ultimate approach to provide both heat and/or power to the installation. DLA's preference is for firm fixed prices on a per thousand cubic foot (MCF) basis FOB destination. Other pricing arrangements would be considered if determined to be in the interest of the Government. DLA Energy requests that interested parties include an indication as to whether a firm fixed price arrangement would be acceptable and an estimate of the fixed price (cents per MCF) that would be acceptable to the potential vendor. If a firm fixed price would not be acceptable, please indicate the preferred pricing arrangement and an indicative price level. In addition, please respond to the following items:
- List the name of the potential vendor responding to this RFI along with a company background description and a point of contact to provide clarifications if needed by the Government.
- Provide a description of the potential vendor's experience of delivering natural gas to retail customers within Alaska. Include length of experience, an estimation of current annual quantities delivered, and delivery locations.
- Provide a firm fixed price on a per MCF basis FOB destination for the estimated quantities listed above. List any assumptions made in the formulation of the price provided, including transportation type and cost, and other important components.
- Provide known sources of market pricing or other sources of information that may be used to verify price reasonableness of the commodity portion of the price in Alaska.
- Include any other information you feel may be useful to the Government.
Response Instructions:
Responses should be sent to the DLA Energy Natural Gas Team mailbox at dlaenergy.ngteam@dla.mil. Responses are limited to ten (10) pages total (12-point font, 1 inch margins). Include a brief, one (1)-page summary for company background. The remaining 9 pages shall be used to respond to the identification of any issues related to the delivery and supply of LNG, the ability of the company to satisfy DLA's preference for firm fixed price arrangements, and the interest of the company in responding to a potential Request for Proposals. We will consider all information submitted in response to this request for information.
Responses must be received by 3:00 pm noon local time Fort Belvoir, VA (Eastern Time), November 3, 2016.
