About this opportunity
The General Services Administration (GSA) Public Buildings Service (PBS) Office of Leasing has issued a Request for Information (RFI) for comprehensive national real estate market data. The purpose of this RFI is to obtain responses from vendors that can provide the required data to support GSA's Lease Cost Relative to Market (LCRM) performance measure, Bullseye research and reporting, and Lease Optimization measure.
The requested data includes office market and submarket rental rates, tenant improvement concessions, leasing commissions, operating costs, and rent concessions for over 190 major metropolitan areas, secondary markets, tertiary markets, and 1,800 submarkets nationwide. The data must be provided in quarterly reports with historical trends and forecasts. GSA is seeking a five-year contract with a base year and four option years. Interested vendors are requested to submit supporting narratives by May 30, 2024, including company information, preferred features, cost estimates, and answers to additional questions. The information provided will be used by GSA to determine the acquisition strategy and feasibility of the requirement.
Notice text
The Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to determine whether qualified sources exist and if alternative support strategies will meet Government requirements.
One of the ways the Government conducts market research is to issue a Request for Information (RFI).
In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), this Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. The information provided in this RFI is subject to change and is not binding on the Government.
GSA seeks comprehensive real estate market data to use in the Lease Cost Relative to Market (LCRM) performance measure, Bullseye research and reporting for regions, and to calculate the savings on PBS’s Lease Optimization measure (LO). We are looking for national real estate data that provides assessments and forecasts of real market conditions for over 190 major metropolitan statistical areas, secondary markets, tertiary markets, and 1,800 submarkets nationwide. Historical and ongoing quarterly data, with up to 30 data fields including Historical Trends and Forecasts, Rents, Lessor free rent concessions, and Lessor TI concessions.
Attached with this RFI announcement is a copy of the RFI document which provides more detail on the service the Government is seeking and response information.
