About this opportunity
The Department of State Bureau of Medical Services is conducting market research through a Request for Information for Multi Mission Air Ambulance Services to explore alternatives to their current Multi-Mission Aviation Support Services contract (MMASS). The agency seeks air ambulance capabilities and aviation support services for medical and crisis support to medium-to-high threat locations, with emphasis on short-notice medical and crisis aviation support that can meet their requirements, resource, timeline, and cost constraints. The Department of State is particularly interested in biocontainment capabilities for transoceanic transport of patients with highly infectious diseases, regardless of whether vendors have organic aviation capabilities. Commercial aviation services providers and other industry participants can respond if they can meet all or any of the requirements, with the base of operations required to be in the Continental United States but not necessarily in Washington, DC. Questions may be submitted electronically to GuillieRL@state.gov and HofhineAK@state.gov, with responses due by September 10, 2025 at 1PM.
This pre-solicitation notice indicates no set-aside designation is being used, making it a full and open competition. The current incumbent providing services under the Multi-Mission Aviation Support Services contract (MMASS) is not specifically named in the notice, though the Bureau of Medical Services is exploring options to either replace or supplement these existing services. No specific award values, budget ranges, or contract quantities are disclosed in this market research phase, as this is an information-gathering exercise rather than a formal solicitation. The timeline focuses on immediate needs for short-notice aviation services, though specific performance periods or service quantities are not detailed in the RFI documentation.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to perform market research, obtain information for project planning, to include the exploration of alternative solutions for services that are currently provided to the U.S. Department of State (DOS) Bureau of Medical Services (MED) through MED’s current Multi-Mission Aviation Support Services contract (MMASS). MED is seeking to review recommendations from industry regarding air ambulance capabilities and other aviation support services, such as medical and crisis support to medium-to-high threat locations, that meet MED’s requirements, resource, timeline, and cost constraints to implement short-notice aviation services, with an emphasis on short-notice medical and crisis aviation support. MED is collecting market research from industry, to include commercial aviation services providers — to determine what vendors and/or solutions are available to meet our immediate need to either replace or supplement the services that MED receives under MMASS. MED is also interested in reviewing recommendations from industry regarding biocontainment capabilities that would support transoceanic transport of patients with highly infectious diseases, independent of whether the vendor has organic aviation capabilities.
Place of Performance: The base of operations is not required to be Washington, DC but must be in the Continential United States.
Department of State is requesting respondants to submit if they can meet ALL or ANY of the requiements.
