About this opportunity
The Department of the Navy, Naval Supply Systems Command, is seeking non-personal research and development support services to enhance the Medical Modeling and Simulation (MMS) tools, specifically the Medical Planner's Toolkit (MPTk) and the Joint Medical Planning Tool (JMPT). The contractor shall design and develop IT applications to expand medical capabilities, determine data elements and relationships, configure medical capabilities, evaluate requirements, conduct mission rehearsal and training, and provide help-desk services. The tasks also include developing medical manpower analytical methodologies, implementing algorithms, mapping capabilities, optimizing simulation engines, and migrating the tools to a cloud environment.
This is a Total Small Business set-aside contract opportunity. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a period of performance from August 2025 to August 2030. Approximately 80% of the work will be performed off-site, with 20% at the Naval Health Research Center (NHRC) headquarters in San Diego, CA. Responses to the Request for Information (RFI) are due by 12:01 PM EST on October 9, 2024 and must include a capabilities statement addressing the contractor's understanding and ability to perform the entire scope of work.
Notice text
National and Defense Planning Scenarios may be represented in the tools to address a variety of operational concepts. The Contractor shall design and develop IT applications in accordance with the specifications for enhancing MPTk and JMPT and for establishing a common user database where data elements can be updated or added and are available for use in the suite of NHRC tools. This effort includes defining and expanding the medical capabilities, determining the data elements and data relationships for forward resuscitative care and theater hospitalization required to conduct risk assessment, configure medical capabilities, evaluate emerging requirements, conduct mission rehearsal and deliver training, and provide help-desk services. The tasks also include developing medical manpower analytical methodologies, implementing a died of wounds (DOW) due to delay of treatment algorithms, mapping capabilities, optimizing simulation engines, and migration of tools to a cloud environment.
Medical planners may use various programs that produce input used in MPTK and JMPT. Examples of these programs include the Synthetic Theater Operations Research Model (STORM), the Joint Integrated Contingency Model (JICM), Casualty Rate Estimation Tool (CREstT) for shipboard, fixed base and ground casualty estimation, the Patient Condition Occurrence Frequency Tool (PCOF), the Expeditionary Medical Requirements Estimator (EMRE), and the Estimating Supplies Program (ESP).
