About this opportunity
The U.S. Merchant Marine Academy (USMMA), under the Department of Transportation Maritime Administration, is seeking a Preferred Provider Organization (PPO) student health insurance plan for its midshipmen. The Request for Information (RFI) aims to identify a qualified, licensed insurance provider capable of delivering comprehensive healthcare coverage that operates 24/7 worldwide for students. Key contract requirements include providing medical services both on and off campus, with coverage encompassing preventive care, emergency services, prescription medications, and virtual healthcare support. Potential vendors must submit a capability statement and respond to 14 detailed questionnaires by May 14, 2025, at 1 PM EST, with responses to be emailed to durba.ray@dot.gov. The evaluation will likely focus on vendors' ability to meet extensive insurance coverage conditions, network provider accessibility, and flexible enrollment options.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity, and the contract will operate as a zero-dollar agreement with midshipmen directly paying premiums to the selected insurance carrier. The insurance plan must cover providers within 10 miles of USMMA in Nassau County, NY, and provide services across all 50 U.S. states. Minimum medical benefit requirements include coverage of at least $250,000, with additional provisions for $50,000 in repatriation and medical evacuation expenses. The contract is structured with a base period and four potential option periods, running annually from January 1 to December 31. All full-time undergraduate midshipmen will be required to either purchase this specific Student Health Insurance Plan (SHIP) or demonstrate equivalent private insurance that meets USMMA's strict requirements.
