About this opportunity
U.S. Immigration and Customs Enforcement (ICE) is soliciting information for an integrated software intelligence (SI) platform providing consolidated detention facility communications intelligence, voice identity analysis, video intelligence, automated population accountability, case management, and enterprise administration, with RFI responses due October 26, 2026. The procurement carries no set-aside.
The system must operate at ICE detention facilities throughout the United States and abroad. The platform must consolidate lawfully authorized, non-privileged communications ingestion from multiple sources; automated language identification, transcription, and translation; voice identity intelligence for speaker verification and fraud detection; live and retrospective video analysis with event detection; automated detainee counting with discrepancy identification; cross-modal intelligence and entity resolution; configurable alerting and escalation workflows; investigative case management with evidence packaging; and multi-facility enterprise administration. All mandatory capabilities must be included in production configuration and cannot depend on uncommitted roadmaps or future releases. The contractor shall serve as prime, accountable for all integration, performance, security, support, and service levels across native, partner-supplied, and subcontractor components.
The scope explicitly prohibits new collection, access to privileged communications, or expansion of biometric processing beyond separately reviewed and approved uses. The Government retains full ownership of all program data, SI-generated outputs, and models trained with ICE data. The platform requires 99.9% availability, 24x7x365 critical incident response within one hour, and near real-time processing of communications and safety-critical video detections. Deliverables include security authorization, architecture documentation, training, implementation artifacts, and data transition support.
Questions are due October 16, 2026 to Heather.Cauthinn@ice.dhs.gov and Kelli.Brooks@associates.ice.dhs.gov. Responses submit via Microsoft Forms link provided in the notice.
