About this opportunity
The Department of Health and Human Services Centers for Disease Control and Prevention (CDC) is seeking information from qualified vendors to develop and manage a specialized mental health provider network for the World Trade Center Health Program (WTCHP). The Request for Information (RFI) aims to address unique mental health needs of WTCHP members by creating a network capable of providing timely outpatient services and overcoming challenges such as provider shortages and coordination of benefits. Key contract objectives include integrating with existing care teams, managing provider billing, and establishing comprehensive mental health service capabilities. Vendors are expected to demonstrate expertise in supporting mental health services for conditions like PTSD, anxiety, depression, and substance use disorders. The RFI response deadline is December 12, 2024, with the government emphasizing that this is a market research exercise and not a formal solicitation.
This procurement is designated as a full and open competition with no specific small business set-aside, though the government is interested in understanding small business capabilities. While no specific award value is currently disclosed, the contract will involve managing mental health services reimbursed at Federal Employees' Compensation Act (FECA) rates from the Department of Labor fee schedule. The network would need to coordinate with multiple insurance plans, including Medicare, Medicaid, TRICARE, and private insurers. Geographical coverage and telehealth capabilities will be important evaluation factors, with the potential for either a single or multiple vendor award. The government has not yet determined a specific timeline for contract performance, and vendors are advised that responses to this RFI will not be considered offers and cannot form a binding contract. Interested parties can find additional program details on the CDC's World Trade Center Health Program website.
