About this opportunity
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Capability Program Executive Command, Control and Communications-Network (CPE C3N), has issued a Request for Information (RFI) regarding the establishment of a closed Army Emergency Service IP Network (ESINet). This RFI is not a formal solicitation and does not commit the Government to any procurement action. The objective is to conduct market research and assess industry capabilities regarding the development of a secure, private, managed IP-based network dedicated to 9-1-1 emergency communications that will integrate with the existing Army Voice Modernization (VMOD) 2.0 infrastructure. This represents a new effort for the Army and is classified as Computer Systems Design Services (NAICS 541512).
Responses to this RFI must be submitted electronically by March 6, 2026, at 12:00 PM Eastern Time to either Mr. Mark Grimsley or Ms. Licinda Peters at the addresses specified in the notice. Submissions are limited to 20 pages (excluding cover page) in Microsoft Word or PDF format with 12-point font, single-spaced, and one-inch margins, with the subject line "RFI Response - Closed Army ESINet - [Company Name]." The Government seeks descriptive, experience-based information addressing engineering approaches, Next Generation Core Services (NGCS) software integration, training methodologies, switching functionality, and system hardware and software features, with optional input on distributed architecture, total cost of ownership over a ten-year lifecycle supporting approximately 300,000 VoIP endpoints, and implementation approaches. Participation is strictly voluntary, and while respondents may provide notional, non-binding cost range information for budgetary planning, the Government explicitly does not request detailed pricing or binding estimates. The Army anticipates potential fielding of an initial Army ESINet capability in late FY27 to early FY28, subject to requirements refinement and funding availability.

Update #2 · Latest ·
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Capability Program Executive Command, Control and Communications-Network (CPE C3N), Project Manager Integrated Enterprise Network (PM IEN), Product Director Base Emergency Communications Systems (PD BECS), is issuing this Request for Information (RFI) to conduct market research and assess industry capabilities and is seeking information on the estimated cost associated with establishing a closed Army Emergency Service IP (Internet Protocol) Network (ESINet) with Next Generation Core Services (NGCS) that will be integrated with the existing Army Voice Modernization (VMOD) 2.0 infrastructure.
A closed Emergency Service IP Network (ESInet) is a secure, private, managed IP-based network dedicated to 9-1-1 emergency communications. It acts as the, high-reliability infrastructure for Next Generation 9-1-1 (NG9-1-1) systems, enabling Public Safety Answering Points (PSAPs) to receive and share multimedia data like, video, text, and voice, while providing enhanced location accuracy and improved resilience. In essence, a closed ESInet replaces legacy, voice-only, copper-wire telephone systems with a robust digital foundation for modern, data-rich, emergency response.
See attached Product Director Base Emergency Communications System (PD BECS) Request for Informatin (RFI) and attached Next Generation 9-1-1 (NG 911) System Requirement Document (SRD) for more information.
New comment as of 17 February 2026.
This RFI is hereby amended to clarify that the page limit for the white paper-style narrative is twenty (20). Additionally, this is a new effort for the Army. This is not a follow-on requirement.
No extension to the RFI due date is given.
