About this opportunity

The Defense Threat Reduction Agency is seeking information on physical security modeling and simulation software solutions with a response deadline of May 20, 2026. No set-aside applies.

DTRA's Nuclear Enterprise, Nuclear Surety Department at Fort Belvoir, Virginia requires vendors with active Top Secret clearances to provide modeling and simulation software tools that evaluate physical security vulnerabilities, risks, and potential upgrades across Department of Defense installations. The software must have passed validation, verification, and accreditation review.

Core technical capabilities must include creating and modifying realistic 2D and 3D models of terrain and facilities with easily changeable parameters for security system configurations, threats, and targets. The solution must generate roadmaps for remote-operated weapons, advanced unmanned aerial surveillance, blast modeling, and probabilistic risk assessment. The software must execute large-scale Monte Carlo simulations to assess vulnerabilities and track changes in adversary resources, response team characteristics, barriers, sensors, construction, environmental conditions, locations, and elevations. Additional modeling requirements include pathway tactics, sniper behavior, concealment, insider threats, weapons procurement, breaching techniques, cyber attacks, guard response changes, rules of engagement, agent interactions, communications, and serial or parallel scenarios.

The deliverable must automate identification of vulnerable attack pathways, identify and quantify vulnerabilities accounting for equipment and protective force performance, quantify security system effectiveness, and provide graphical and numerical output for detailed analysis and reporting comparisons.

Vendor responses must include company name, CAGE code, DUNS number, contact information, small business classification if applicable, examples of similar government solutions, current capabilities, and any unmet requirements or concerns. This RFI is for market research purposes only; responses will not satisfy future solicitation submission requirements.
