About this file

This is a Request for Information (RFI) from the Defense Threat Reduction Agency (DTRA) seeking information on physical security modeling and simulation software solutions.

DTRA's Nuclear Enterprise, Nuclear Surety Department at Fort Belvoir, Virginia seeks vendors with active Top Secret clearances who can provide modeling and simulation software tools to evaluate physical security vulnerabilities, risks, and potential upgrades across Department of Defense installations. The software must have passed validation, verification, and accreditation (VV&A) review and must create or modify realistic 2D and 3D models of terrain and facilities with easily changeable parameters for security system configurations, threats, and targets. Key capabilities required include generating roadmaps for remote-operated weapons, advanced unmanned aerial surveillance, blast modeling, and probabilistic risk assessment. The software must execute large-scale simulations (Monte Carlo) to assess vulnerabilities and track changes in adversary resources, response team characteristics, barriers, sensors, construction, environmental conditions, locations, and elevations. Additional requirements include modeling pathway tactics, sniper behavior, concealment, insider threats, weapons procurement, breaching techniques, cyber attacks, guard response changes, rules of engagement, agent interactions, communications, and serial or parallel scenarios. The solution must automate identification of vulnerable attack pathways, identify and quantify vulnerabilities accounting for equipment and protective force performance, quantify security system effectiveness, and provide graphical and numerical output for detailed analysis and reporting comparisons.

Vendor responses must express interest in the requirements, provide examples of similar government solutions and current capabilities, identify any unmet requirements or concerns, and include company name, CAGE code, DUNS number, contact information, and small business classification if applicable. No classified or confidential information should be included; proprietary information must be clearly marked. This RFI is for market research purposes only and does not obligate the government to issue a solicitation or make a contract award. DTRA may issue a synopsis and Request for Proposal following response review, but responses to this RFI will not be considered adequate responses to future solicitations.

Request for Information – Modeling & Simulation software applications and solutions

This is a Request for Information only; no solicitation is available at this time. Any requests for Solicitation and inquiries related to the same will not receive a response. THIS NOTICE IS PUBLISHED FOR MARKET

RESEARCH PURPOSES ONLY AND IN NO WAY OBLIGATES THE GOVERNMENT TO ISSUE A

SOLICITATION OR OTHERWISE MAKE A CONTRACT AWARD. Any and all information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this notice, and all information received shall become the property of DTRA. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, DTRA may issue a synopsis and a Request for Proposal. However, responses to this notice will not be considered adequate responses to a solicitation which may be published in the future.

Background/Capabilities Sought:

The Defense Threat Reduction Agency (DTRA) Nuclear Enterprise, Nuclear Surety Department (NE-NS) at Fort Belvoir, Virginia is seeking information from potential sources that can provide physical security modeling and simulation software tool(s) in order to evaluate physical security vulnerabilities, risks, and potential upgrades across DoD installations. DTRA seeks information from vendors who have the following capabilities:

1. Possess an active Top Secret Clearance.

2. Possess a modeling and simulation software solution that has passed a validation, verification, and accreditation (VV&A) review, that can perform the following functions:

a. Create or modify realistic and detailed 2D and 3D models of terrain and/or facilities:

i. Parameters should be capable of being easily changed within the model to incorporate a wide range of security system configurations, threats, and/or targets;

ii. Generate roadmaps for remote operated weapons; and

iii. Include advanced unmanned aerial surveillance; blast modeling; and probabilistic risk assessment.

b. Run a large number of simulations in order to assess vulnerabilities and determine optimal results (i.e. Monte Carlo). The simulations would allow:

i. Users to create as many configurations as desired to track changes in:

1. Adversary resources/characteristics/attack plan;

2. Response team/characteristics/response plan;

3. Barriers;

4. Sensors;

5. Construction;

6. Environmental conditions; and

7. Locations and elevations.

ii. Changes in pathway tactics after combat begins.

iii. Enhanced sniper behavior with target priority.

iv. Concealment.

v. Inclusion of insider threat scenarios.

vi. Weapons pick-up from armory.

vii. Advance breaching techniques.

viii. Cyber attacks.

ix. Changes to guard response.

x. Inclusion of rules of engagement for security forces and adversaries.

xi. Defined interactions between agents and events.

xii. Communications between users.

xiii. Serial or parallel/concurrent scenarios.

c. Automate the identification of vulnerable pathways of attack for defined threat configurations.

d. Identify and quantify vulnerabilities, accounting for both the performance of installed security equipment and guard/protective force performance in an integrated solution:

i. Allowing modelers and analysts to build an automated assessment.

e. Quantify the security system’s effectiveness at addressing these vulnerabilities.

f. Provide graphical and numerical output of contributors to the effectiveness of these security systems:

i. Allowing for the end-user to conduct detailed analysis in security systems, procedures, and staffing;

ii. Allowing for extensive reporting designs to compare and contrast between different simulation scenarios and configurations; and

iii. Providing for either a statistical or physics-based processing (or a combination of both) to be used for analysis of physical security systems.

g. Determine the current relative risks for each target for the selected threat, scenarios and risk reduction measures (i.e. mitigators).

3. Provide software that constructs simulations by user roles.

4. Provide software that renders 3D models and playback of simulations.

5. Provide a detailed user manual with written instructions for the methodology and/or procedures for setting up and managing/operating the software. Provide written instructions for how the analysis capability works within the software.

6. Possess an interactive (training) software platform to allow users to command multiple forces against one another, so that users can see and analyze results of the participant’s real-time decisions.

Vendor’s Response:

Vendors are invited to submit written capabilities to the Government to:

1. Express interest in requirements that contain the above requirements;

2. Provide examples of current or past experience with providing similar solutions to the Government;

3. Provide examples of current capabilities to meet all of the requirements noted above; and

4. Identify any aspects of the requirements/capabilities that cannot be met, and/or any issues/concerns with the requirements as stated.

Vendor responses should also include the following:

1. Company name, CAGE code, and DUNS Number.

2. Name of contact person(s), mailing address, phone number(s), and e-mail address(es).

3. If the vendor is a small business concern, please identify which socio-economic category applies, and to which NAICS code it qualifies as a small business.

Confidentiality:

No classified or confidential information should be included within your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Any proprietary information should be clearly marked.
