About this opportunity

The Internal Revenue Service (IRS) is conducting market research through a Request for Information (RFI) for the "Manager Rating and Tracking System (MRTS) Replacement" project. The IRS is seeking information from vendors regarding their capability to provide a system that automates the Taxpayer Services (TS) year-end pay band process, which currently utilizes an internally developed Microsoft Access database called MRTS. The key requirements include the ability to manage bonus pools, track manager ratings, and calculate bonus awards. The IRS is interested in leveraging Microsoft 365 components such as Power Apps, SharePoint, and Power BI. Vendors are requested to provide information on their experience, labor categories, pricing, development timelines, and scalability. Responses to the RFI are due by May 28, 2024, and the IRS reserves the right to contact vendors for further discussions, but is not obligated to award a contract.

This is an open competition with no set-aside designation. The current MRTS system is an internally developed database, and there is no incumbent contractor. The IRS has approximately 2,500 managers using the MRTS system, while other business units use Excel spreadsheets. The IRS is interested in the ability to handle sensitive data with an existing Authority to Operate, as well as the capability to generate documents, support digital signatures, and manage records. The IRS is also considering the GSA 8(a) STARS III program for the acquisition, and is interested in the ability to handle impact levels 2, 4, or 5.

MRTS is a Microsoft Access database developed internally by Taxpayer Services Operations Support (formerly W&I / WIOS) in FY-08 as an interactive server-based managerial rating and tracking system. The MRTS database currently resides on a SQL server owned by Taxpayer Services Research.
