About this file

This document contains the IRS's responses to questions received in response to a Request for Information (RFI) for the "Manager Rating and Tracking System (MRTS) Replacement" project. The RFI is seeking information from vendors on their capability to provide a system that automates the pay band year-end process for Taxpayer Services. Key details include:

The current MRTS system is a Microsoft Access database developed internally by the IRS in FY-08. It resides on a SQL server owned by Taxpayer Services Research. The IRS has approximately 2,500 managers using the system, while other business units use Excel spreadsheets. The IRS is considering the GSA 8(a) STARS III program for the acquisition. The IRS has licensing for Dataverse, Power BI, and Power Automate. The existing system has approximately 150 columns across 7 tables, with historical data in two tables totaling over 43,000 records. The IRS has system design documentation and the new system must handle sensitive data with an existing Authority to Operate. Requirements include document generation, digital signature, workflows, and records management. The IRS is also interested in the ability to handle impact levels 2, 4, or 5. This is a new requirement, with no incumbent contractor.

Yes, with some additions.

Is TS planning to migrate the existing/historical data from the current

MRTS system to the new platform? If yes, what is the volume and nature of the data.

See Q6 Response. Both tables 6 and 7 contain historical data which does not need to be carried over year to year if we can make a copy for storage in a separate environment.

Do they have detailed documentation of the current system (database schema, workflows, user roles)?

Yes, in the Solution Design document.

Will the new system need to integrate with any other existing systems or databases beyond SharePoint and Dataverse?

Are there any existing reports that needs to be enhanced or replicated?

For the Power Automate workflow, is there a detailed description of the current workflows that must be replicated in the new system?

No. there are no workflows in the current system.

The system currently relies on an MS Access Front end to create data entry tables and forms, as well as

MS VBA to automate some of the processes. The

MS Access front end is connected to the SQL server via ODBC drivers linking the tables and views.
