About this opportunity
The U.S. Army Corps of Engineers, Seattle District is conducting a Request for Information (RFI) to gather market research on data validation services, with responses due by February 6, 2026. This RFI is not a solicitation and will not result in contract awards or reimbursement for response costs; rather, it serves as a planning tool to inform acquisition decisions and development of the final Performance Work Statement (PWS). The government seeks information on industry capabilities for data verification and validation services, including Stage 2A, 2B, 3, and 4 validations consistent with EPA guidance and DoD standards. Evaluation will be based on lowest price and past performance as assessed through the Past Performance Questionnaire. Contractors must comply with Services Contract Act wage requirements, antiterrorism and operational security protocols including AT Level I training, E-Verify employment verification, and annual contractor manpower reporting through SAM.gov.
This RFI applies to both large and small business firms under NAICS code 541620 (Environmental Consulting Services) with a small business size standard of $19 million, and there is no set-aside designation. The anticipated procurement will award up to five Blanket Purchase Agreements with a total contract capacity of $175,000 over a five-year period consisting of one base year and four option years. Individual call orders will range from $2,500 to $20,000, with pricing determined at the time of each call through Requests for Quote evaluated on lowest price. Contractors must deliver complete validation reports in PDF format and validated electronic data deliverables in Excel format within 30 calendar days of receiving the data package. The draft pricing schedule outlines per-sample unit costs across three validation stages for eleven EPA-approved testing methods including metals, organics, PCBs, and VOCs, with options for expedited turnaround times.
