6 DESCRIPTION OF SERVICES:
Data Verification and Validation Services to be provided in support of Seattle District are described below.
For the purposes of this contract, “data verification” is the process of evaluating the completeness, correctness, and conformance/compliance of a specific data set against the method, procedural, or contractual requirements. Data will be checked for completeness by reviewing and comparing the requirements in the QAPP, chain-of-custody documentation, and any documented changes or deviations to the QAPP to the data set.
For the purposes of this contract, “data validation” is an analyte- and sample-specific process that extends the evaluation of data beyond method, procedural, or contractual compliance, (i.e., data verification) to determine the analytical quality of a specific data set.
Stages of data validation will be based on EPA’s Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use.
Data validation criteria shall be based on the DoD’s Data Validation Guidelines, EPA’s National Functional Guidelines for Superfund Methods Data Review, the analytical methods, laboratory SOPs and any other specific guidelines. The requirements of project-specific Task Orders and QAPPs supersede the listed general requirements.
Data validation includes a determination, where possible, of the reasons for any failure to meet method, procedural, or contractual requirements, and an evaluation of the impact of such failure on the overall data set.
Data validation applies to activities in the field as well as in the analytical laboratory.
The Contractor shall provide all personnel, equipment, supplies, facilities, supervision, and other items necessary to perform data validation as defined in this BPA.
The Contractor shall perform Stage 2A, 2B, 3, or 4 data validations and provide all services necessary to provide a complete and accurate validation report, validated electronic data deliverables (EDDs), and any additional project records electronically to USACE.
Validation reports and validated EDDS shall be provided within 30 calendar days after the data validation contractor receives the data package. The Contractor shall address, and correct validations based on Government comments as needed. The validation report is final once accepted by the Government. The data validation inputs, process, and outputs shall be described in each data validation report. The level of data validation performed shall be specific to each task order.
7 DELIVERABLES:
a. Validation Reports
The Contractor shall be responsible for assembling a data validation report which meets or exceeds the requirements in the DoD’s Data Validation Guidelines, EPA’s Guidance on Environmental Data Verification and Data Validation, EPA’s National Functional Guidelines for Superfund Methods Data Review, and other method specific requirements. The validation report shall be provided as a PDF (technical specifications for PDF files are in Attachment 4).
The analytical data package shall be checked for completeness as part of the data verification process. Any missing data shall be requested from the analytical laboratory. The EDD shall be compared to the PDF data report to confirm matching results, a minimum of 10% of the sample results per method reported will be cross-checked. The source of any errors shall be investigated and additional checks conducted until all errors have been corrected.
The following lists of required activities for each validation stage is not considered an “all inclusive” list or applicable to every method that is validated. EPA’s Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use shall be followed for each validation stage.
i. Stage 2A Data Validation Report
Stage 2A validation consists of verification and validation checks for the compliance of sample receipt conditions, sample characteristics (e.g., percent moisture), analytical results, and sample-related QC. The stage 2A data validation report shall include a cover sheet, a narrative describing findings, a summary table of applied data qualifiers, and associated reason codes. The report format shall provide clear support and definition for the data qualifiers and reason codes applied.
The following minimum baseline elements are to be verified and evaluated to project requirements (as relevant): chain of custody and laboratory receipt paperwork; sample receipt conditions and preservation; holding times; target analyte results, units, lab data qualifiers; field, laboratory batch, and sample QC frequency and results; with results linked to samples.
ii. Stage 2B Data Validation Report Stage 2B validation consists of the Stage 2A validation plus the verification and validation checks for the compliance of instrument-related QC. The following minimum baseline elements are to be verified and evaluated to project requirements (as relevant): initial calibration data, continuing calibration verification and continuing calibration blanks, method specific instrument performance checks, and instrument
QC.
iii. Stage 3 Data Validation Report Stage 3 validation consists of the Stage 2B validation plus the recalculation of instrument and sample results from the laboratory instrument responses, and comparison of recalculated results to laboratory reported results.
iv. Stage 4 Data Validation Report Stage 4 validation package consists of the Stage 3 validation plus the evaluation of instrument outputs.
b. Validated EDDs Validated data shall be submitted to the Government in an Excel® format provided to the contractor by the laboratory or by USACE. The cost of Excel® files shall be included in the unit cost for validation, or as a separate line item. All validated EDDs provided will be annotated with appropriate validation qualifiers and reason codes generated during data validation, consistent with the data validation report.
