About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking Blood Bank Validation Services to support the Electronic Health Record Modernization (EHRM) initiative, which involves migrating 170 VA Medical Centers from VistA to Oracle Health Millennium EHR. The contractor will provide comprehensive validation services for 129 blood bank sites with either full Blood Bank/Transfusion Medicine Services or transfusion-only services, including validation of system builds, configuration, orderables, interpretation patterns, blood products, instrumentation connectivity, and patient product compatibility. Key requirements include demonstrating the ability to perform installation, operational, and performance qualifications, computer system validation, and risk assessments across multiple sites. The RFI is issued for market research purposes only and requests that interested companies submit their business type classification (with preference for Service-Disabled Veteran-Owned Small Business or Veteran-Owned Small Business status), a five-page capability statement, and any questions or comments on the Draft Performance Work Statement. Responses to the RFI were initially due December 11, 2025, but Amendment 1 extended the deadline to 5 p.m. ET on December 18, 2025, and all submissions should be directed to Contract Specialist Steven Baum with a copy to Contracting Officer Wendella Baptiste.

The procurement carries no set-aside designation, and no incumbent contractor or award value information has been disclosed in this pre-solicitation notice. The validation services are anticipated to commence no later than August 1, 2026, and will extend across 28 go-live events scheduled between January 2027 and November 2031, with each event involving between 2 and 14 sites. The contract structure includes a 12-month base period with four 12-month option periods, allowing for up to five years of potential performance. Each site's validation work is expected to last up to 12 weeks and must be completed no later than one month before that site's go-live deployment. Work may be performed at the contractor's facilities or via telework with prior approval, providing flexibility in service delivery across the geographically dispersed VA Medical Centers.
