About this opportunity

The Defense Logistics Agency Troop Support Europe and Africa is conducting market research via RFI to identify U.S. domestic manufacturers of 220-Volt / 50-Hertz power tools for OCONUS operations in Europe, with responses due by July 24, 2026. This is a sources-sought engagement only; no solicitation has been issued, and response does not obligate future procurement or guarantee vendor participation in eventual RFP or RFQ.

DLA seeks commercial-off-the-shelf power tools that natively operate on the European power grid (220V–240V AC at 50Hz) without external voltage transformers, frequency converters, or step-down adapters. Respondents must confirm native 220V/50Hz operating capability with manufacturer technical specification sheets or cut-sheets and identify whether external conversion equipment is required for European operation. The market research determines manufacturing capacity and product availability to support this niche voltage and frequency requirement. No set-aside applies to this RFI. Potential offerors should monitor SAM.gov for follow-on solicitation notices; participation in this RFI does not affect eligibility for future competitive awards.

Notice text

THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT ONLY  –   This RFI/Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future.  Solicitations are not available at this time.  Requests for a solicitation will not receive a response.  This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.  All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.  Not responding to this RFI/Sources Sought does not preclude participation in any future RFP or RFQ, if any are issued.  It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement.

The Defense Logistics Agency (DLA) Troop Support Europe and Africa is conducting market research to determine the availability of domestically manufactured (U.S.-made) 220-Volt / 50-Hertz power tools to support operations in Europe. The purpose of this market research is to identify if there are U.S. domestic manufacturers capable of providing commercial-off-the-shelf (COTS) power tools that natively operate on the European power grid without the use of external voltage transformers.

With the requirement in mind, please answer the following questions as part of your response:

  • Question 1: Do your offered power tools natively support operating input of 220V–240V alternating current (AC) at a frequency of 50Hz? Please provide the technical specification sheets or manufacturer cut-sheets confirming this rating.

  • Question 2: Do your offered tools require external voltage transformers, frequency converters, or step-down adapters to operate on a standard European 220V/50Hz power grid?

  • Question 3: Are the offered 220V/50Hz power tools manufactured, produced, or assembled in the United States?

Please submit the following information in your response:

1.  Answers to the above questions

2.  Company information, to include:

  1. Your company name, address,
  2. The company's web page (if applicable);
  3. CAGE Code and DUNS number,
  4. Point of contact, including: name, title, phone, and email address
  5. General company narrative of capabilities, past work etc.

Responses shall be provided in .pdf format and are limited to 10 pages, single-spaced, 8.5 inch x 11 inch or 8.5 inch x 14 inch paper size, and the font shall be Times New Roman with a minimum size of 12 point.  The Government will not review any pages beyond the 10–page limit.  If your submittal contains company proprietary information then it should be marked accordingly.

The response date for this RFI is July 24, 2026.  All responses to this RFI should be submitted to the Contracting Officer Ryan Piecyk at ryan.piecyk@dla.mil
