About this opportunity
The Department of the Air Force is issuing a Request for Information on a proposed Enhanced Use Lease project at Edwards Air Force Base in Kern County, California, with responses due September 14, 2026. This RFI is market research only and does not constitute a binding solicitation, Request for Proposal, lease offer, or obligation to award; respondents will receive no compensation for submissions.
The project involves approximately 150 acres of underutilized land inside the installation fence line that the Air Force seeks to lease to a private developer for mixed-use development emphasizing modern residential housing supported by community-focused retail and amenities. Place of performance is Edwards Air Force Base, California.
The lease is authorized under Title 10, U.S. Code, Section 2667, and operates under strict parameters: the Government must receive Fair Market Value consideration (cash preferred, though in-kind consideration may be accepted); zero federal financial support, subsidies, or loan guarantees will be provided; and the developer must independently design, permit, and construct all required utilities without assuming access to existing base infrastructure.
RFI responses are limited to 12 pages and 20 megabytes, formatted in Microsoft Word or PDF on 8.5 by 11-inch paper with 1-inch margins and minimum 11-point font. Responses must be submitted via email to afcec.EUL@us.af.mil after indicating intent to submit. Questions are due by August 28, 2026. Required elements include team composition, location preferences and acreage, development concepts with unit mix and rental rates, financing structure, relevant experience, market demand evidence, project timelines, proposed consideration, barriers to completion, community engagement approach, potential value of federal water rights access, and teaming arrangements.
