About this file

This is a Request for Information (RFI) issued by the Department of the Air Force, Air Force Civil Engineer Center, Installations Directorate, for market research regarding a proposed mixed-use Enhanced Use Lease (EUL) project at Edwards Air Force Base in Kern County, California. This RFI is not a binding solicitation, Request for Proposal, or lease offer, and respondents will receive no compensation for their submissions. The project involves approximately 150 acres of underutilized land located inside the installation fence line, which the Air Force seeks to lease to a private developer for a market-facing development emphasizing modern residential housing supported by community-focused retail and amenities.

The project is authorized under Title 10, U.S. Code, Section 2667, and operates under strict parameters including: (1) the Government must receive Fair Market Value consideration (cash preferred, though in-kind consideration may be accepted); (2) zero federal financial support, subsidies, or loan guarantees will be provided; and (3) the developer must independently design, permit, and construct all required utilities without assuming access to existing base infrastructure. RFI responses are due by 5:00 p.m. CT on September 14, 2026, with questions due by August 28, 2026. Responses must be submitted via email to afcec.EUL@us.af.mil after indicating intent to submit. Submissions must not exceed 12 pages or 20 megabytes, formatted in Microsoft Word or PDF on 8.5 x 11-inch paper with 1-inch margins and minimum 11-point font. Required response elements include team composition, location preferences and acreage requirements, detailed development concepts with unit mix and rental rates, financing structure, relevant experience, market demand evidence, project timelines, proposed consideration to the Government, barriers to project completion, community engagement approach, potential value of federal water rights access, teaming arrangements, and any additional relevant information for future Request for Lease Proposal development.

Description

This is a Request for Information (RFI) issued by the Department of the Air Force (DAF) solely for market research and planning purposes; it shall not be construed as a Request for Proposal (RFP), a lease solicitation, or any binding obligation on the part of the Air Force. The DAF does not intend to select or qualify proposals based on this inquiry, nor will the Government pay or reimburse respondents for any information obtained or administrative costs incurred in response to this notice. Submission of a response is strictly voluntary, and no basis for a legal claim against the Government shall arise because of participating in this market survey or from the use of the information provided.

Project Overview & Objectives

The Department of the Air Force (DAF) is seeking industry feedback to gauge market interest and capability in leasing underutilized land at Edwards Air Force Base (AFB) in Kern County, California. This project is being contemplated as a mixed-use Enhanced Use Lease (EUL) to a private developer for a market-facing development.

The primary objective is to evaluate the market’s capability to deliver high-quality development proposals that prominently feature modern residential housing, seamlessly supported by community-focused retail and amenities. The goal is to determine the viability of a synergistic environment that serves as the "highest and best use" of the property while actively supporting the growing needs of the installation and the local community.

Statutory Authority & Key Constraints This transaction is proposed under the statutory authority of Title 10, United States Code, Section 2667. Any resulting agreement will be bound by the following rigid parameters:

Fair Market Value (FMV) Consideration: In exchange for the leasehold interest, the Government must receive consideration, while cash is preferred other In-Kind Consideration (IKC) may be considered, valued at no less than the Fair Market Value of the land over the term of the lease.

Zero Federal Financial Support: The Government will not provide financial assistance, subsidies, or loan guarantees of any kind to the developer. The project must be entirely self-sustaining through private financing and market-driven revenue and demand.

Utility Independence: The developer must not assume access to existing base utilities or infrastructure. Respondents should plan for the independent design, permitting, and construction of all necessary utility extensions and connections off base.

Location

This RFI concerns potential mixed-use development at Edwards AFB. The potential site is identified in Attachment 1. It is located inside the installation fence line and approximately 150 acres.

a. For all proposals, a detailed breakdown of the development type and total square footage.

b. For proposals including a housing component, provide high-level concepts of how a residential component could be configured to accommodate families and/or unaccompanied to include construction type, unit mix, target demographic, proposed rental rates, and amenities.

11. Describe your proposed approach to community engagement and coordination with local municipalities, utility providers, and stakeholders near the installation.

12. Would potential access to installation federal water rights be a financial benefit?

13. Potential teaming arrangements are needed to deliver comprehensive projects.
