About this opportunity

The Defense Logistics Agency (DLA) Troop Support is conducting market research through this Request for Information (RFI) to prepare for a fifth-generation solicitation for medical Picture Archive and Communications System (PACS) products. The agency seeks to identify vendors capable of providing commercial PACS solutions across twelve medical specialties including Radiology, Cardiology, Ophthalmology, Dental, Oncology, Endoscopy, OB/GYN, Nuclear Medicine, Point-of-Care Ultrasound, Sleep Lab, Pathology, and Veterinary, with particular emphasis on integration with Vendor Neutral Archive (VNA). Systems must support Department of Defense Military Services' Medical Treatment Facilities worldwide and other U.S. Government health agencies, with the Department of Veterans Affairs being a major ordering agency. Key requirements include compliance with DoD and VA Cybersecurity Risk Management Framework standards, completion of the Medical Device and Equipment Risk Assessment (MDERA) questionnaire, and demonstration of workflow management capabilities across multiple hospital sections. The RFI deadline has been extended multiple times, with responses now due by noon on Tuesday, September 2, 2025, to be submitted via email to DIN-PACSV@dla.mil with "August 2025 PACS RFI Response" in the subject line.

This opportunity does not utilize any set-aside designations and is open to all qualified vendors. The previous fourth-generation contract (SPE2D1-15-R-0004, "DIN-PACS IV") was structured as multiple award contracts, suggesting the upcoming solicitation may follow a similar format. While specific award values or budget ranges are not disclosed in this RFI, the scope encompasses supporting DoD Military Services' Medical Treatment Facilities worldwide, indicating a substantial procurement opportunity. The government has added flexibility for vendors to propose both on-premises and cloud-based solutions (hybrid or fully cloud), requiring detailed descriptions of ingress and egress handling, customer charges for maintenance and data transfer, and typical pricing terms and conditions. Vendors must demonstrate previous government contracting experience and provide comprehensive product descriptions including minimum technical requirements, native and third-party toolsets with Augmented Intelligence features, web-based functionality, and maintenance and support plans.
