About this opportunity
Air Education and Training Command is seeking powder coating services for Low-Cost Threat Emitter (LCTE) system components and intends to solicit a Blanket Purchase Agreement; responses to this RFI are due September 28, 2026. No set-aside applies.
Work is performed at Luke Air Force Base, Arizona (ACC/A3, Detachment 9). The contractor shall provide all labor, materials, equipment, and supervision to apply industrial/military-grade powder coating to aluminum chassis enclosures and access doors for LCTE systems supporting pilot training operations. The estimated annual production volume is approximately 50 complete LCTE systems per year, equating to 100 chassis shells and 400 access doors annually, processed in periodic batches aligned with fabrication milestones.
The coating finish must demonstrate superior durability and uniformity with resistance to salt spray oxidation, galvanic corrosion, abrasion, chipping, gouging, and transit impact wear—performance exceeding conventional wet-applied paint systems. Because LCTEs are ruggedized field units frequently transported via truck and tripod-mounted for field relocation, the coating must effectively seal chassis seams against blowing sand, dust, and moisture ingress without trapping localized condensation, thereby ensuring long-term operational integrity and proper thermal management for internal high-power RF emitter electronics.
The current contractor is All Valley Powder Coating under an existing Blanket Purchase Agreement.
NAICS: 325510 (Paint and Coating Manufacturing). PSC: J016 (Maintenance/Repair/Rebuild of Equipment—Aircraft Components and Accessories).
