About this file
This is a Statement of Work for a Blanket Purchase Agreement establishing commercial powder coating services between the U.S. Air Force (ACC/A3, Detachment 9 at Luke AFB, Arizona) and All Valley Powder Coating. The contractor shall provide all labor, materials, equipment, and supervision necessary to apply industrial/military-grade powder coating to aluminum chassis enclosures and components for Low-Cost Threat Emitter (LCTE) systems supporting pilot training operations. Each complete LCTE system comprises two fabricated aluminum shells—one for the NINER Threat Emitter Payload and one for auxiliary power—with four access doors per shell (eight doors per complete system). Work will be ordered on a recurring basis with an estimated annual production tempo of approximately 50 complete LCTE systems per year, equating to 100 chassis shells and 400 access doors annually, processed in periodic batches aligned with fabrication milestones.
The coating finish must be durable, uniform, and non-porous, specifically engineered to protect lightweight aluminum enclosures against extreme outdoor climatic conditions, salt spray oxidation, and galvanic corrosion. Given that LCTEs are ruggedized field units frequently transported via truck and tripod-mounted for field relocation, the coating must demonstrate superior resistance to abrasion, chipping, gouging, and transit impact wear compared to conventional wet-applied paint systems. Additionally, the powder coating application must effectively seal chassis seams against blowing sand, dust, and moisture ingress without trapping localized condensation, thereby ensuring long-term operational integrity and proper thermal management for internal high-power RF emitter electronics.

Statement of Work (SOW)
Blanket Purchase Agreement (BPA) – Commercial Powder Coating Services Customer: ACC/A3, Detachment 9 (Luke AFB, AZ) Vendor: All Valley Powder Coating
1. Description of Scope of Work & Equipment
The contractor shall provide all labor, materials, equipment, and supervision required to apply industrial/military-grade powder coating to aluminum chassis enclosures and components for Low-Cost Threat Emitter (LCTE) systems in support of ACC/A3 pilot training operations. Each complete LCTE system consists of two (2) fabricated aluminum shells;
one enclosure for the NINER Threat Emitter Payload and one enclosure for the auxiliary power solution, with four (4) access doors per shell (totaling eight doors per complete system). Work will be ordered on a recurring basis under this Blanket Purchase Agreement (BPA) to support an annual production tempo of approximately fifty (50) complete LCTE systems per year (estimated at 100 chassis shells and 400 access doors annually, processed in periodic batches as fabrication milestones are met).
2. Technical & Environmental Requirements
All components must receive a durable, uniform, non-porous powder coating finish designed to protect lightweight aluminum enclosures against extreme outdoor climatic elements, salt spray oxidation, and galvanic corrosion. Because LCTEs are ruggedized field units frequently loaded onto trucks, tripod-mounted, and relocated by operational personnel, the finished coating must provide superior resistance to abrasion, chipping, gouging, and transit impact wear compared to wet-applied paint systems. Additionally, the powder coating application must effectively seal chassis seams against blowing sand, dust, and moisture ingress without trapping localized condensation, ensuring long-term operational integrity and thermal management for internal high-power RF emitter electronics.
