About this opportunity

The Defense Health Agency is seeking information from vendors to implement a cloud-native cognitive monitoring tool for cognitive baselining, periodic monitoring, pre-deployment screening, clinical evaluation, and post-deployment assessment of active-duty service members, with responses due by 5:00 PM CST October 29, 2026. This effort is driven by Congressional mandate (Section 735 of the National Defense Authorization Act for Fiscal Year 2023) to screen personnel for traumatic brain injury and blast overpressure exposure, and intends to replace the incumbent Automated Neuropsychological Assessment Metrics (ANAM) system.

Three mandatory Minimum Viable Capabilities are non-negotiable: zero-client footprint accessible via web browser on any device without software installation; unsupervised self-administration eliminating need for trained medical proctors; and proven enterprise scalability supporting minimum 50,000 concurrent user sessions (with FOC phase defining 35,000 simultaneous sessions as baseline threshold on currently fielded platforms).

The solution must support approximately 3.5 million individuals' assessment data across four core cognitive domains—Attention/Concentration, Memory, Processing Speed, and Executive Function—with median system latency under 2.0 seconds and 99.99 percent availability through redundant multi-region cloud architecture. Full compliance is required with HIPAA, DoD cybersecurity standards (DFARS 252.204-7012, DoD Instructions 8500.01 and 8510.01, CMMC Level requirements), DoD IL5 cloud environment compatibility, and secure API integration with Military Health System Electronic Health Record and ILER.

Respondents must submit company information, comprehensive assessment catalogs, technical capability descriptions, standard commercial pricing models, past performance history with large geographically dispersed organizations, and identification of innovative approaches or implementation concerns in a maximum ten-page Adobe PDF narrative plus assessment catalog.
