About this opportunity

The Department of Transportation's Departmental Office of Human Resource Management is seeking contract support services to develop and update competency models for Mission Critical Occupations (MCOs) and DOT positions involved in overseeing the safety of automated technologies. The primary objective is to create a comprehensive competency library that will enable the Department to assess its workforce, identify competency gaps, and support personnel recruitment and selection efforts. Key requirements include engagement of an Industrial and Organizational Psychologist with a Master's degree or PhD, minimum five years of applied competency modeling experience, and minimum five years leading federal human capital projects, along with substantial knowledge of OPM and OMB human capital policies. The deliverables encompass updated and new competency models with definitions and work behaviors, a competency assessment system enabling employee self-assessments and supervisor evaluations with gap identification, and employee and enterprise-level training recommendations. Responses to this Sources Sought Notice must be submitted by 12:00 PM Eastern Time on Friday, May 1, 2026, to Maliha.Habib.CTR@dot.gov with a courtesy copy to Robin.Golden@dot.gov, with responses limited to 10 pages excluding attachments and including company capability statements, business size classification, proposed contract type, estimated costs, and suggested labor categories.

This is a pre-solicitation notice with no set-aside designation, and no current contractor incumbents are identified in the available documents. The anticipated period of performance is four years, comprising one base year plus three optional one-year periods, with the base period requiring updates to 8-10 existing competency models, implementation of the assessment system, and finalization of assessment methodology. The scope covers approximately 5,000 employees across DOT occupational series, with the contractor responsible for updating existing models created nearly ten years ago and developing new competency frameworks for positions without established models, including specialized areas such as cybersecurity and Artificial Intelligence oversight. Specific budget information or award value ranges are not disclosed in the pre-solicitation notice. Monthly status reports and at least monthly meetings with the DOT Contracting Officer Representative are required throughout contract performance. If the DOT determines to proceed with procurement, a formal Request for Proposal will be issued; this current notice is exploratory only and responses will not be reimbursed or used as formal proposals.
