This is a Sources Sought Notice issued by the U.S. Department of Transportation (DOT), Departmental Office of Human Resource Management, Division of Human Capital Planning and Solutions.

The DOT seeks contractor support services to develop and update competency models for Mission Critical Occupations (MCOs) and DOT positions involved in overseeing the safety of automated technologies. The deliverable is a comprehensive competency library enabling workforce assessment and competency gap identification and closure. The NAICS code is 541612 (Human Resource Consulting Services), and the anticipated period of performance is four years comprising one base year and three optional one-year periods.

Responses must be submitted by 12:00 PM Eastern Time, Friday, May 01, 2026, to Maliha.Habib.CTR@dot.gov with a courtesy copy to Robin.Golden@dot.gov, with the subject line referencing "Competency Modeling for Mission Critical Occupations." Responses shall not exceed 10 pages, excluding attachments, and must include: a company capability statement tailored to the requirement demonstrating project goal accomplishment; business size classification; proposed contract type; estimated cost describing required level of effort; and suggested labor categories. This notice is not a formal solicitation and does not request binding proposals. Responses will be treated as information only and will not form the basis of a proposal. If the DOT determines to proceed, a formal Request for Proposal will be issued. This notice will be posted on SAM.gov.
