About this opportunity
The Naval Sea Systems Command, through the Naval Undersea Warfare Center (NUWC), is seeking prototype development for Tactical Oceanography Supporting Full-Spectrum Undersea Warfare through a Commercial Solutions Opening (CSO). The procurement focuses on developing new onboard and offboard environmental sensors, devices, and information systems that enhance operator situational awareness and enable improved performance of existing undersea warfare systems. The government intends to award multiple Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to both traditional and nontraditional defense contractors, non-profit research institutions, and other qualified entities. Evaluation will be based primarily on technical merit, with consideration given to feasibility, past performance from sources such as CPARS, and the potential impact of data rights arrangements. The RFI comment period closed on February 6, 2026, with the actual CSO expected to post on or before February 13, 2026, and white paper proposals due approximately March 13, 2026, with anticipated awards on April 1, 2026.
This procurement carries no set-aside designations and represents a new contracting effort with no incumbent contractor. The government anticipates awarding multiple OTA agreements with a cumulative funding ceiling of up to $20,000,000 to support research and development efforts in oceanography, ocean acoustics, undersea warfare system simulation, and submarine tactics. Individual contractors may submit only one proposal as a prime contractor but may participate as subcontractors on unlimited additional proposals. Contract types for individual requirements may be structured as either Cost Plus Fixed Fee or Firm Fixed Price arrangements. The government reserves the right to perform sole source follow-on production, and prototypes developed may transition to production even before full project completion, providing contractors with potential for significant follow-on opportunities.

This synopsis is NOT a request for competitive proposals. All responsible sources are invited to submit questions or comments in response to this notice, which will be considered by the Government.
Naval Undersea Warfare Center (NUWC) is interested in awarding funding agreements (Agreements) to nontraditional and traditional defense contractors to carry out prototype projects under 10 U.S.C. 4022 that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DoD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces of the United States.
As such, NUWC intends to announce the release of a Commercial Solutions Opening (CSO) for Tactical Oceanography Supporting Full-Spectrum Undersea Warfare in mid-February 2026. This CSO will seek proposals for commercial prototyping efforts that include the development of new onboard and offboard environmental sensors and devices that build operator situational awareness and information systems that enable operators to increase performance of existing systems through expert use of the environment. White paper proposals will be sought under the CSO, which will be a competitive process to ensure that competitive procedures are used to the maximum extent practicable when entering into Agreements to carry out these prototype projects.
Companies will perform to a Statement of Work (SOW). Note that there will be three levels of Security classification in the final SOWs (Unclassified/CUI, Secret, and TS/SCI).
The anticipated CSO posting date is expected to be on or before 13 February 2026. The anticipated award date of individual Agreements is expected to be on or about 01 April 2026.
Draft versions of the CSO, SOW and Agreement are provided as attachments to this notice.
