About this opportunity

The U.S. Army, Detroit Arsenal is conducting market research to solicit information on collapsible fabric tanks in four capacity sizes: 3,000, 20,000, 50,000, and 210,000 US gallons. This Pre-Solicitation Notice is not a formal solicitation for proposals but rather a sources-sought survey designed to inform the Government's acquisition strategy for a potential future procurement. The Department of the Army is seeking to identify qualified and capable vendors—both small and large businesses—who can demonstrate the ability, capability, and responsibility to deliver this equipment. Interested contractors must respond to questions contained in the attached RFI document by submitting their qualifications and capability statements via email to lyndsey.m.pena.civ@army.mil no later than Tuesday, December 9, 2025, at 10:00 AM EST. The Government emphasizes that this market research announcement does not commit it to issue a solicitation or award a contract based on the responses received.

This opportunity is designated as a Total Small Business set-aside, meaning eligible small businesses are encouraged to participate and respond to the market research inquiry. The Pre-Solicitation Notice does not specify an incumbent contractor, possible award value, or budget range, as this is an information-gathering exercise to support future acquisition planning. No specific numerical production quantities or service timelines are outlined in the notice, reflecting the preliminary nature of this market research phase. The Government has not announced evaluation criteria for this RFI, as formal evaluation methodologies would be established if and when a formal solicitation is issued. Interested vendors should note that responses to this sources-sought survey are voluntary and will be used solely to inform the Government's understanding of available capabilities in the collapsible fabric tank market.
