About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick has issued a Special Notice seeking information about a Commercial-Off-the-Shelf (COTS) cloud-based ambient scribing solution utilizing AI technologies. The notice focuses on a software tool designed to transcribe clinical encounters and generate electronic health record (EHR) documentation automatically. The proposed solution must integrate seamlessly with VA workflows, allowing providers to record encounters without manual patient information entry and generate draft notes in near real-time. The system is expected to function effectively across various clinical settings, including environments with challenging wireless and cellular connectivity. The solution will be evaluated based on its ability to improve clinical documentation processes and reduce administrative burdens for healthcare providers.
The primary objective of this Request for Information (RFI) is to explore AI-driven ambient scribing technologies that can enhance clinical documentation and potentially reduce provider burnout. Contractors are invited to respond by November 1, 2024, at 12:00 Noon EDT, with detailed information about their ambient scribing software capabilities. The VA is particularly interested in additional AI-driven features that can support patient encounter billing, provide clinical reminders, and minimize alert fatigue. Eligible respondents include Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), Small Businesses (SB), and Large Businesses. The solution must be deployable within the VA Enterprise Cloud or a FedRAMP-compliant environment, with a focus on improving overall patient experience and clinical workflow efficiency.
Notice text
The scope of work is to provide a Commercial-Off-the-Shelf (COTS), cloud-based, ambient scribe solution, which utilizes AI techniques and technologies, and a Software as a Service (SaaS) delivery model, to transcribe clinical encounters and generate notes. The tool will integrate with the VA Electronic Health Record (EHR) and workflows such that providers can initiate encounter recording without manual entry of patient identifying information, and draft notes can be automatically inserted into the EHR without copy and paste manual effort.
The system shall run passively on Government equipment during clinical encounters and generate draft clinical documentation following the encounter in near real-time. The system should work in a variety of clinical settings, including those with poor wireless signals and/or poor cellular data, as well as in a variety of room sizes and setups. Providers shall have the opportunity to edit the note prior to signing it in the EHR. The tool shall be integrated with the EHR and workflows such that providers can initiate encounter recording without manual entry of patient identifying information, and draft notes can be automatically inserted into the EHR without copy and paste manual effort.
The VA is specifically interested in identifying other capabilities supported by the ambient scribing software. Additional AI driven capabilities that can help code patient encounters for billing purposes, support clinical reminders, or reduce alert fatigue are examples of the types of capabilities the government is interested in hearing about. Any capability that can reduce provider burnout or improve the patient experience should be included in your response.
