This RFI, posted on March 17, 2026, is designated as a Total Small Business set-aside opportunity and seeks industry input on a Performance Work Statement outlining the scope and requirements for the contracted services. The RFI is for information gathering and planning purposes only and does not constitute a formal solicitation or request for proposal. Interested parties must submit their responses by March 24, 2026, at 12:00 PM Alaska Standard Time.
The primary objective of this RFI is to gather contractor input on industrial hygiene and safety cleaning services at the CHPP, a coal-powered facility requiring specialized cleaning of equipment, surfaces, and work areas to remove coal/ash dust, grease, and oil buildup. Contractors must be capable of performing work in hazardous environments, including high-area work requiring fall protection, and must comply with 29 CFR 1910 OSHA General Industry Regulations. Key requirements include maintaining a supervisor on-site during duty hours (0730-1630), deploying a minimum of two personnel per shift, and implementing a rotating 6-week cleaning schedule across seven work zones. Eligible contractors must be small businesses and will need to submit employee background checks, Safety Data Sheets for hazardous materials, and a comprehensive quality control plan and work schedule at least seven days prior to contract start. Performance standards require no more than two valid defects per month, with re-performance required within two hours of notification for any identified deficiencies.
