About this opportunity
The General Services Administration (GSA), specifically Region 1 Public Building Services Acquisition Management Division, has issued a Request for Information (RFI) related to real estate brokerage services for federal surplus property sales. The RFI targets the real estate services community, including brokerage companies and consulting firms, to explore potential representation as seller's brokers for government property disposition. This special notice is specifically from the Office of Real Property Disposition (RPD), which assists state and local governments, public institutions, and non-profit organizations in acquiring surplus federal real estate. The RFI is designed to gather insights into how private sector firms might supplement GSA's existing property sale methods, which currently include sealed bid, oral outcry, and online auction processes. The notice emphasizes that this is an information-gathering exercise and does not constitute a commitment to future contract award.
The primary objective of this RFI is to understand how private sector brokers could add value to the federal property sales process and potentially operate as traditional seller's brokers for the government. Contractors interested in participating must submit responses via email to Mrs. Cristina Colon-Mas by 3:00 PM Eastern Standard Time on February 12, 2025, with a courtesy copy to Mr. Jezreel Sweat. The opportunity is open to all businesses, not just small businesses, and falls under NAICS code 531210 for Offices of Real Estate Agents and Brokers. GSA seeks white paper responses limited to 20 pages that include company information, capabilities, technical solutions, and relevant experience. The agency is particularly interested in understanding how brokers might support RPD's goal of balancing community benefits and maximizing taxpayer returns when disposing of unneeded federal properties. Potential topics of interest include commission structures, marketing strategies, federal real estate experience, and technical approaches to property sales.
Notice text
The General Services Administration, Region 1 Public Building Services, Acquisition Management Division in support of Central Office, Office of Real Property Disposition (RPD) is issuing this RFI to obtain responses from all (not only Small Businesses) interested and qualified firms that can successfully provide the services described herein.
This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or a promise to issue an RFP or an RFQ in the future. This RFI does not commit the U.S. Government (Government) to contract for any service whatsoever. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.
GSA’s objective is to obtain responses from the real estate services community, including brokerage companies and consulting firms, who are potentially interested in representing the Government as seller’s broker.
GSA's Office of Real Property Disposition assists state and local governments, eligible public institutions, and non-profit organizations in acquiring real property that is surplus to the needs of the Federal Government. Surplus properties that are not conveyed to eligible recipients for public purposes are sold by GSA to private individuals and companies by competitive bid. RPD’s goal is to balance benefits to local communities and maximize returns to taxpayers to move unneeded Federal property to productive—and often tax-generating—use. RPD has several options to offer properties for sale including via sealed bid, oral outcry, and online auction through realestatesales.gov. Through this RFI, the Government is seeking to understand how the private sector may add value by supplementing RPD’s existing sale methods and/or operating as a more traditional seller’s broker on behalf of the Government.
The Government may use the information provided in response to this RFI for planning purposes and for making strategic decisions regarding the language of a final Performance Work Statement and solicitation for real estate brokerage services. The contemplated NAICS code is 531210.
Responses: Due no later than 3:00 PM Eastern Standard Time (EST) on February 12, 2025 sent via email to Mrs. Cristina Colon-Mas, cristina.colon-mas@gsa.gov, with a courtesy copy to Mr. Jezreel Sweat, jezreel.sweat@gsa.gov.
