About this file
This is a Request for Information (RFI) issued by the GSA Region 1 Public Building Services seeking information from real estate brokers interested in providing seller's broker services for federal surplus property sales. The RFI aims to understand how private sector brokers could supplement GSA's existing property sale methods (sealed bid, oral outcry, and online auction) and potentially serve as traditional seller's brokers for the government.
Required services include knowledge of federal property disposal laws, market analysis, targeted marketing at local/regional/national levels, creation of marketing materials and websites, conducting site inspections, hosting industry days, maintaining interested party lists, engaging with local officials, presenting offers to GSA with detailed analysis, and providing closing services. Responses are due by 3:00 PM EST on February 12, 2025, and should be submitted via email to Cristina Colon-Mas with a copy to Jezreel Sweat. White paper responses are limited to 20 pages and should include company information, capabilities, technical solutions, and relevant experience. The contemplated NAICS code is 531210, and the opportunity is open to all businesses, not just small businesses. The RFI includes 12 specific questions about commission rates, services offered, federal real estate experience, and technical approaches.

Request for Information (RFI) for
Real Property Disposition Broker Services for Competitive Public Sales
Purpose: The purpose of this Request for Information (RFI) is to obtain information for the purposes of market research regarding broker services, broker commission rates and experience in the marketing and sale of federal real property.
Request for Information Objective
Summary: The General Services Administration, Region 1 Public Building Services, Acquisition Management Division in support of Central Office, Office of Real Property Disposition (RPD) is issuing this RFI to obtain responses from all (not only Small Businesses) interested and qualified firms that can successfully provide the services described herein.
This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or a promise to issue an RFP or an RFQ in the future. This RFI does not commit the U.S. Government (Government) to contract for any service whatsoever.
Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.
The Government invites Respondents to submit ideas that could assist it in attaining its objectives. The Government will not reimburse Respondents for any expenses associated with responding to this RFI, though the Government sincerely appreciates Respondents' efforts and input.
Project Objective and Background:
GSA’s objective is to obtain responses from the real estate services community, including brokerage companies and consulting firms, who are potentially interested in representing the Government as seller’s broker.
GSA's Office of Real Property Disposition assists state and local governments, eligible public institutions, and non-profit organizations in acquiring real property that is surplus to the needs of the Federal Government. Surplus properties that are not conveyed to eligible recipients for public purposes are sold by GSA to private individuals and companies by competitive bid. RPD’s goal is to balance benefits to local communities and maximize returns to taxpayers to move unneeded Federal property to productive—and often tax-generating—use. RPD has several options to offer properties for sale including via sealed bid, oral outcry, and online auction through realestatesales.gov. Through this RFI, the Government is seeking to understand how the private sector may add value by supplementing RPD’s existing sale methods and/or operating as a more traditional seller’s broker on behalf of the Government.
The Government may use the information provided in response to this RFI for planning purposes and for making strategic decisions regarding the language of a final Performance Work Statement and solicitation for real estate brokerage services. The contemplated NAICS code is 531210.
