About this opportunity

Army Contracting Command is preparing to solicit Base Life Support services and facility rehabilitation for Exercise Angkor Sentinel 2027 (AS27) in Cambodia, with an RFI due by October 9, 2026. No set-aside applies. The procurement is staged as market research to establish cost and capability baselines ahead of formal solicitation.

Performance takes place at the Multinational Peacekeeping Force Training Center (PKO Training Center) in Krong Chbar Mon, Cambodia. Component 1 covers expeditionary Base Life Support for 100 U.S. Army Soldiers during a 24-day operational period (7-day ADVON February 8–14, 12-day main exercise February 15–26, and 5-day reverse ADVON February 27–March 3, 2027). Scope includes self-sufficient billeting tents with climate control, 24/7 prime and backup power generation with fuel delivery, external latrines, handwash stations, shower trailers, 120,000-gallon potable water capacity with distribution, blackwater and greywater extraction, solid waste haulage, pest control, and laundry services.

Components 2, 3, and 4 present three mutually exclusive facility rehabilitation options: 3-month rapid execution (weatherproofing and life-safety remediation), 6-month intermediate modernization (mechanical, electrical, and plumbing replacement), or 12-month comprehensive overhaul. Facility work covers eight barracks compounds, dining facility with cooking area, classrooms, medical aid station, and central restrooms. Vendors must comply with Cambodia vector and pest control standards, solid waste disposal protocols, closed-loop wastewater extraction and treatment, and potable water quality standards (coliform-negative, 0.2–2.0 ppm free available chlorine). Responses must include corporate profiles, supply chain assessments, subcontractor and local labor capabilities in Cambodia, environmental licensing documentation, risk analyses, and Rough Order of Magnitude pricing across all components.

Army is hosting an optional Mid Planning Vendor Conference and PKO Training Center site visit in October 2026; industry attendance and timing details are available upon request. The Government will not reimburse response costs or conference attendance expenses.
